Job Overview/Summary 

The IPC and Health Promotion Officer will provide technical support and guidance to the health team members for mainstreaming IPC measures in the supported health facilities, as well as implementing health promotion activities in projects’ areas. That includes appropriately dispose of medical waste and institute strong IPC measures to abide by do no harm and prevent disease transmission in IRC’s health projects’ areas, also, to deliver key messages regarding health promotion through effective community engagement with a focus on diseases prevention measure. Using health promotion Information, Education and Communication (IEC) materials, S(he) will conduct activities with clients, caretakers and local population to raise their knowledge and skills on relevant medical topics related to hygiene promotion to provide a high-quality primary health care service to the affected population. S(he) will also be the focal point for risk communication and community engagement in case of disease outbreaks and other events of public health importance. S(he) will work with the community mobilizer to design and adapt health promotion/community mobilization work-plans that adapt the shifting needs and gaps in knowledge of communities.  

 

Primary Responsibilities 

  1. Establishment of strong IPC plans and providing technical guidance to strengthen capacity and readiness in IPC within the supported health facilities.  

  1. Share updated guidance on different aspects of IPC with health staff and support the adaptation process and implementation of the guidance as necessary. 

  1. Establish regular monitoring mechanisms for IPC activities, analyze results, identify priorities and propose solutions where necessary. 

  1. Planning and implementation of trainings and refresher trainings component on different IPC topics such as use of personal protective equipment and waste management for healthcare personnel.  

  1. Work in close collaboration with the Health Team Managers in the development and validation of culturally appropriate IEC materials and communication tools related to the project's themes like health/reproductive health services, immunization, family planning, antenatal/postnatal care, hygiene promotion, STIs and other communicable diseases and non-communicable diseases. 

  1. In close coordination with the Community Mobilizers, to lead on the organization and delivery of awareness-raising campaigns that focus on key health and preventive measures.  

  1. Meeting with the Health Team managers and members on a regular basis to share information, identify trends and align messages accordingly.  

  1. Jointly with MEAL team, to conduct assessments to determine the needs and public health risks faced by communities affected by the conflict and feed into the program design. 

  1. Work with MEAL team to analyze data on a weekly/monthly basis, and feed information back to the program to adapt strategies accordingly. 

  1. Compiling and keeping records of all the health education/promotional sessions (number/ gender/ age segregated). 

 

Skills and Qualifications 

  1. University degree in medical related field from an accredited/recognized institute. 

  1. Additional training in IPC is preferred. 

  1. Preferable previous experience in teaching, nursing or social work, community mobilization. 

  1. Language: Fluent in Ukrainian and Russian, some command of English is preferred. 

  1. Experience in facilitating group activities, trainings and workshops and mentoring others. 

  1. Excellent communication skills also can demonstrate empathy. 

  1. Demonstrated understanding of and ability to maintain confidentiality and respect for clients/beneficiaries’ information. 

  1. Positive and professional attitude, including ability to lead and work well in a team setting. 

  1. High degree of flexibility and strong ability to organize work, meet deadlines, maintain composure, and prioritize.  

  1. Can work under pressure, coordinate multiple tasks and maintain attention to detail. 

  1. Experience in working with displaced persons and migrants. 

  1. Good command of Microsoft Office especially Outlook, Work, Excel.
