Job Overview/Summary 

In collaboration with health and MEAL senior project staff, the Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer will manage information and reporting processes and products to ensure professional, high-quality communication about IRC’s health programmatic activities and results. The MEAL Officer will also play an important role in improving information management and data quality, and in strengthening knowledge sharing and learning across the organization and its different sectors, also with clusters coordination mechanisms. The MEAL Officer will assume responsibility for full-cycle monitoring and evaluation of IRC’s health programs and projects, developing appropriate methodologies and tools to design different MEAL activities. 

Primary Responsibilities 

  1. In collaboration with health projects senior staff, to develop the overall framework for projects’ MEAL systems, including requirements for reporting, baseline, endline and evaluation surveys. 

  1. Support the monitoring frameworks for IRC health partnerships and projects, as well as for proposals and concept notes. 

  1. Assist in the design of “SMART” objectives, logic models, monitoring frameworks, and evaluation plans, and ensure the alignment of MEAL activities with program goals. 

  1. Contribute to the development of annual work plans to identify project targets and ensure inclusion of MEAL activities. 

  1. Maintain existing indicator tracking tools; develop additional databases and tracking tools as needed to demonstrate the effectiveness of project interventions. 

  1. Ensure adherence to IRC monitoring and reporting requirements of funded projects. 

  1. Analyze data for accuracy, flag validation or quality issues, and contribute to system fixes. 

  1. Generate monthly indicator reports for tracking progress against key indicators as needed. 

  1. Establishing of feedback mechanisms to ensure a meaningful access of clients to complaints and feedback mechanisms. 

  1. Conduct field visits for data validation and to monitor the quality and completeness of data sets.  

  1. Assist the health team in conducting pre and post-tests, as well as post-training evaluations for health-related trainings with the scope of collecting learning to inform best-practice and quality improvements. 

  1. Gather surveillance data and use it to inform future decisions and track mobility patterns of patients and disease burdens. 

  1. Coordinate data collection at project sites to monitor program development and ensure timely compilation and reporting of data; capture and document lessons learned; and champion the scaling up best practices. 

  1. Create and integrate graphics in reports and information products to help visualize data in a meaningful way. 

  1. To ensure that all data collected by IRC will remain confidential, and clients’ privacy is protected regarding health care. 

  1. Support in training of new MEAL staff and/or field consultants. 

  1. Other duties as assigned by the line manager. 

Skills and Qualifications 

  1. Bachelor’s or master’s degree in statistics, demographics, public health, or any other related field. 

  1. Preferred minimum of 2 years of experience working in the field of monitoring and evaluation. 

  1. Proven success in designing, implementing, and operating MEAL systems from project initiation to close out. 

  1. Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies. 

  1. Experience in planning and implementing surveys, developing and refining data collection tools, and with data quality assessments and oversight. 

  1. Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines. 

  1. Ability to synthesize complex information and communicate it effectively to diverse audiences. 

  1. Good command in English; written and oral communication skills. 

  1. Strong attention to detail, organizational. and time management skills. 

  1. Willingness and ability to travel independently domestically. 

  1. Computer proficiency in Windows environment (Microsoft Word, Excel, PowerPoint) and proficiency in online research (e.g., PubMed).
