UNICEF Nepal Country Office is looking for committed and professional national consultant to provide technical support for Ministry of Federal Affairs and General Administration (MoFAGA) to implement Multi-Sector Nutrition Plan (MSNP) on information and knowledge management based in MoFAGA, Singhadurbar, Kathmandu. The total duration of the contract will be for 10 months.

Nepal is one of the leading countries to implement the Multi-sector Nutrition Plan (MSNP), which was started in 2013 as the MSNP-I for the period of 2013-2017. Right after the completion of MSNP-I, second phase of MSNP was started in 2018 for the period of 2018-2022 which is going to be concluded in July 2023. By the end of 2022, MSNP has reached to all 753 local levels in the country (392 local levels with full package and 361 local levels with partial package) and MoFAGA is coordinating the implementation of the plan. Government of Nepal (GoN) and European Union (EU) signed an agreement on 10 July 2020 to support the MSNP-II implementation and scale up across the country through direct budget support to the GoN and technical support from UNICEF Nepal. EU’s support for MSNP-II includes the funding contribution to UNICEF to provide technical support to the GoN at federal, provincial, and local level to strengthen the system and delivery of services within the framework of MSNP-II. Local levels are the basic units for MSNP implementation whereas MoFAGA is the liaison ministry for all 753 local levels. 

 The Information Management, Documentation and Reporting consultant will support capacity development of federal, provincial and local level stakeholders to strengthen Web-based Reporting System (WBRS) and support the authorities to compile and finalize the progress reports on MSNP implementation and to strengthen the information management for MSNP at federal, provincial and local levels. Currently third phase of MSNP is under formulation for the period of 2023-2030 which is crucial to sustain the achievements made so far and to mainstream the efforts to achieve the Sustainable Development Goals (SDG) targets for nutrition by 2030 and align the efforts to improve the nutrition and food security situation with different national and international commitments including Nutrition for Growth (N4G)-2021 and UN Food System Summit-2021. National Planning Commission (NPC) is leading the MSNP-III formulation process in coordination with Government agencies such as Ministry of Federal Affairs and General Administration (MoFAGA), Ministry of Health and Population (MoHP), Ministry of Agricultural and Livestock Development (MoALD), Ministry of Education Science and Technology (MoEST), Ministry of Water Supply (MoWS), and Ministry of Women, Children and Senior Citizen (MoWCSC)

How can you make a difference? 

The IMDR consultant will provide technical assistance to the Local Level Coordination Section, Federal Affairs Division of Ministry of Federal Affairs and General Administration to achieve the following tasks:

Information management:

• Support capacity development of federal and local authorities to use and manage the updated version of WBRS for MSNP implementation and reporting.

• Support establishment of WBRS in new scaled up local levels and strengthen the existing one. Facilitate to conduct WBRS training and orientation at new scale of MSNP local levels.

• Support mapping of Who, What, Where (3W) of nutrition and food security stakeholders at the federal, provincial and local levels.

• Support capacity development of NPC, provincial and local authorities to update and maintain National Nutrition Food Security Portal, NNFSS/NPC and update the WBRS as required.

• Revise/update capacity building package operational manual for WBRS and buildd capacity of IT Officers/MSNP Volunteers involved in implementation of MSNP at local level to operate WBRS.

• Support to harmonize sectoral MIS system with MSNP-WBRS and support to Province MSNP Coordinators and local level to set up and scale up MSNP-WBRS at Province and Local Levels.

• Monitor project progress and data quality through field visit, provide feedback and keep regular communication with related MSNP Volunteers; document best practices, success stories, case studies and lessons learned at federal, province and local levels.

• Support to prepare nutrition sensitive budget of local levels and reflect it into LMBIS/SuTRA; Support to prepare budget plan including breakdown by local level based on indictors.

• Support to prepare budget implementation guideline and forward to the concerned local levels.

• Prepare MSNP implementation progress report as required by the MoFAGA/NPC/ FCGO

Reporting:

• Prepare reporting formats and share with provinces and local governments to ensure timely reporting and coordinate with MSNP Volunteers for reporting on the implementation of MSNP activities.

• Track progress on the implementation of the multi-sector nutrition and food security planning framework by developing the real time reporting system to record the progress of MSNP interventions.

Facilitate to prepare regular reports in coordination with relevant staff members and submit to the concerned officials on time.

• Ensure complete and timely reporting of data and updates through the implementation of an efficient data management system by supporting to submit periodic progress report to the concerned ministers/departments/sections.

• Develop briefing notes/talking points/general progress as and when required by the sections and department.

Capacity Building:

• Prepare capacity development plan for monitoring the MSNP activities based on pre-selected indicators at federal, province and local levels.

• Contribute to capacity development of support team through training, workshops in M&E, data management and analysis, best practices, case studies etc.

• Participate in assessment and evaluations of MSNP review process and regularly develop progress reports.

• Support to local and province to update the indicators-based reporting on trimester basis.

• Support to conduct regular review meeting of nutrition and food security agencies working in the federal, province and local level.

Coordination:

• Coordinate with different ministries, department, section for planning, budgeting, implementation, monitoring and reporting of MSNP and liaise with the MSNP Volunteers and Provincial MSNP Coordinators to obtain relevant reports and information.

• Work with the team members to identify and engage with federal, province and local level agencies and explore areas of engagement to promote and enhance use of ICT based reporting system.

• Work in close coordination with the M&E and Reporting Officer at National Nutrition and Food Security Secretariat (NNFSS) and M&E Officer, UNICEF Nutrition section and support to update nutrition and food security portal.

Budgeting and Planning

• Support MoFAGA for preparation and documentation needed for timely budget requisition and budget release to concerned local levels. • Support to update LMBIS based on the agreed workplan and budget and support to prepare annual workplan and budget at three tiers of government 

Duty Station: The consultant will be based in Ministry of Federal Affairs and General Administration (MOFAGA), Kathmandu.

Duration of Contract: The total duration of the contract is for 10 months tentatively starting from 15 February 2023.

Revise/update capacity building package operational manual for WBRS and build capacity of IT Officers/MSNP Volunteers involved in implementation of MSNP at local level to operate WBRS.

Support to harmonize sectoral MIS system with MSNP-WBRS and support to Province MSNP Coordinators and local level to set up and scale up MSNPWBRS at Province and Local Levels

To qualify as an advocate for every child you will have… 

  • University Degree in statistics, public health nutrition, nutrition policy, social science, management and /or programme management, is required
  • A minimum of 5 years of professional experience working on information management, monitoring and reporting preferably in the nutrition and governance sector. Experience working on similar or related project with MoFAGA) and other Ministries or any government institutions.
  • Experience in MSNP program/project management is an asset.
  • Having wider knowledge on MSNP and its mainstreaming in local level planning process
  • Good data analysis and database management documentation and reporting skills
  • Previous work experience with UN or UNICEF supported project or MoFAGA and other ministries in governance sectors is preferred.
  • Strong experience and facilitation skills and ability to build capacity of team; Strong proactiveness, coordination and collaboration skills.
