Background

It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women Programme Office in the Republic of North Macedonia in line with its priorities set in the UN Women strategic plan and in the UN Partnership for Sustainable Development, is coordinating the UNCT on gender equality, supports the country on the normative commitments and is working in two thematic areas – governance and national planning and ending violence against women. In fulfilling its mandate, UN Women is cooperating with UN, the government and the CSOs to advocate for women’s empowerment and advancement for gender equality.

In the programmatic area of governance and national planning, UN Women is implementing the projects “Promoting Gender-Responsive Policies and Budgets: Towards Transparent, Inclusive and Accountable Governance in the Republic of North-Macedonia” and “Gender mainstreaming advisory services to the North Macedonian administration at central level”. The projects are supporting the advancement of the implementation of national and international commitments to gender equality and women’s empowerment in line with national SDG priority targets and the EU accession process. The overall objective is to improve women’s lives, including the most vulnerable groups, through systematic and sustainable integration of gender perspective at all stages of policy and budgetary processes.

Within the projects, UN Women office in North Macedonia will develop publications, reports, and analyses, as well as communications and advocacy materials that require creative and catchy graphic design, such as brochures, factsheets, fliers, posters, newsletters, infographics, animation videos, logos etc.; to support communications, advocacy and resource mobilization and enhance visibility and understanding of UN Women initiatives.

Duties and Responsibilities

The consultant will provide design for knowledge products and other publications, as well as design for animation, graphics, and infographics to disseminate key messages of the projects “Promoting Gender Responsive Policies and Budgets: Towards Transparent, Inclusive and Accountable Governance in the Republic of North Macedonia” (GRB) and “Gender mainstreaming advisory services to the North Macedonian administration at central level” (GEF), on social media and digital platforms.

The consultant will work closely with UN Women Programme presence office in North Macedonia to perform the following tasks:

  • Conceptualize, design and layout of high-quality innovative, creative and attention-grabbing materials, for print and web-based communications, such as publications, infographics, illustrations, print and web-based campaign and advocacy materials, promotion materials and any other communications materials that require creative graphic design.
  • Conceptualize and develop animation videos, graphics and infographics to communicate key achievements of the programme. The materials should be created for specific use on web and social media and should utilize branding, colour and themes previously used for the GRB and GEF work in the Republic of North Macedonia.
  • Liaise with the printing/ production facilities and provide them with all relevant production-related information.
  • Conduct quality control to ensure accurate and high-quality work.
  • Modify, revise, and edit materials as required, in consultation with relevant UN Women staff.
  • Prepare final media files for online distribution.
  • Carry out ad-hoc graphic design related work as instructed by the supervisor.

The consultant should:

  • Explore and propose ways to convey information through infographics and animation.

PRINCIPLES

  • Messages should be positive and empowering and reflect the programme’s principles;
  • Materials should be designed in such a way that they can be updated and adjusted for future use (all colours, pantones, fonts, inserted bitmaps or any other used resource should be included in the design package; fonts should not be converted to outlines in order to follow further edits and adaptations in the future);
  • The designs of the materials should be consistent with UN Women Communications guidelines.
  • UN Women will hold non-exclusive world rights in perpetuity of all designed submissions and products.

DELIVERABLES AND TIMELINE

All of which must complying with agreed formats and communication objectives.

The deadline of submission for each assignment will be indicated with the instructions for each assignment.

 

DURATION OF ASSIGNMENT AND DUTY STATION

The time required for the consultancy is up to 160 working days within the period indicated, and the consultant will be engaged on a job-by-job basis.

There is no commitment or guarantee given by UN Women regarding the number of days work to be given to the consultant, only that it will not exceed 160 days.

CONTRACT SUPERVISION 

The consultant will work in close cooperation with UN Women Programme Analysts, Project Coordinators, and Communications and Knowledge Management Officer at UN Women North Macedonia, who will be responsible for the quality assurance of the deliverables.

SCHEDULE OF PAYMENTS

The fee is payable on a monthly basis, upon receipt and approval of timesheets and satisfactory completion of deliverables at the end of each respective month. All deliverables must meet the specified requirements and be signed off as acceptable by the Hiring Manager.

Required Skills and Experience

Education:

  • Bachelor’s degree in graphic design, animation, communications and/or visual arts. A Technical degree/certification in combination with relevant experience may be accepted in lieu of bachelor’s degree.

Experience

  • At least 5 years of professional experience in animation, graphic design and layout work for digital and print content;
  • Experience in visual and digital storytelling, video and film making;
  • Design experience for application on social media, social platforms;
  • Experience in best practices for infographic design;
  • Experience in a full range of graphic design software, including Adobe Suite/CC such as Illustrator, InDesign, Photoshop and/or After Effects;
  • Solid understanding in preparation of graphics for application on printing and production matters and knowledge of different formats for printing;
  • Experience on development of communications materials for UN, preferably on gender, gender responsive budgeting, gender mainstreaming, gender statistics, or similar, is an asset;
  • Excellent written and oral skills in Macedonian and English required.

Evaluation of applicants:

Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  1. Responsive/compliant/acceptable, and
  2. Having received the highest score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Financial Evaluation – 30 points

  • Only candidates obtaining a minimum of 70% (49 points) in the technical evaluation would be considered for financial evaluation.
  • The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. The calculation formula applied is as follows:

p = 30 (µ/z); where: p = points for the financial proposal being evaluated; µ = price of the lowest priced proposal; z = price of the proposal being evaluated.
