Lao PDR: ICE Vehicle Phase-out Policy Design Consultant

 

The objective of the assignment is to design policy recommendation on incentive mechanism to accelerate the phase-out of ICE vehicles in Lao PDR. The individual consultant will need to design the incentive mechanism that is specifically fall under the mandate of the Ministry of Public Works and Transport of the Lao PDR, using global and regional best practices and lessons learned. The incentive mechanism must also be well aligned with the context of Lao PDR, implementable and scalable. GGGI can provide some support with data collection if needed.

The individual consultant will produce a report that include the following sections:  

    1. Global and regional best practice on incentive mechanism to accelerate the phase-out of ICE vehicles is reviewed.
    2. National policies, strategies and plans related to transport, vehicles management, ICE vehicles (safety), and environmental standards of Lao PDR are viewed
    3. The long lists of proposed incentive mechanisms, with clear justification, advantages and disadvantages to why such mechanisms are proposed for Lao PDR.
    4. The final incentive mechanism (shortlists) will be selected in consultation with the Department of Transport of MPWT and GGGI Lao team. Then, the consultant shall develop a draft policy recommendation on the agreed incentive mechanisms to accelerate the phase-out of ICE vehicles for Lao PDR.
    5. The final draft policy recommendation will need to be as much detailed as possible to ensure high adoption, including institutional arrangement.
    6. The very final report will integrate the above sections (1-5), with an executive summary, conclusion, and reference.

The consultant will work closely with GGGI Lao PDR team in coordination with the Department of Transport, Ministry of Public Works and Transport, and relevant stakeholders including private sector players, in Lao PDR.

 

PROJECT BACKGROUND

Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth," which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sectors to help build economies that grow strongly and are more efficient and sustainable in using natural resources, less carbon intensive, and more resilient to climate change.

In Lao PDR, land or ground transport is the main transport mode such as motorbikes, passenger cars, and trucks. Aviation and water transport accounts for only small proportion of national mobility. The number of vehicles registered in the country increased drastically at 480% between 2004 to 2017, in combination with increased fuel consumption at 60% in 2013 to 2016. As a result, traffic congestion is increasing, alongside with air and noise pollution, and greenhouse gases. Total emissions of greenhouse gases in Lao PDR equivalented to 50,742.91 ktCO2e in 2000, and transport sector is one of the key emission drivers in the country.

To promote sustainable transportation, the government of Lao PDR has set a target of 30% electric vehicle (EV) penetration for 2-wheelers and passenger cars within national vehicle mix by 2030 under its revised 2021 NDC. However, the use of EV in the country is still very low and limited due to several barriers, including policy gaps and technical concerns such as a) limited guidance on EV in existing regulations, b) limited technical capacity on EV technologies of concerned government personnel and entrepreneurs; c) low level of awareness on the benefits of EV amongst the public due to lack of information and d) lack of financing for EV investments given that the current cost of EV is relatively high. GGGI and the Department of Transport (DoT), Ministry of Public Works and Transport are currently implementing a GCF Readiness and Preparatory Supports project on “Groundwork for E-mobility Investment in Lao PDR”, aiming at addressing the above-mentioned gaps and enhancing E-mobility transition in Laos.

  • All reports must be in English (United States usage) prepared in accordance with GGGI’s formatting requirement, and submitted in electronic formats along with complete sets of raw data, research materials, and related information
  • Costs related to multi-stakeholder convenings will be covered by GGGI.
  • The consultant is responsible for his/her own travel within Vientiane Capital and no transportation cost will be covered by GGGI.
  • All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report.
  • Final report must be approved by the GGGI with the agreement of the Ministry of Public Works and Transport.
  • The Consultant shall consider the comments and necessary revisions proposed. Within 14 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report. 

 

EXPERTISE REQUIRED

The description of required expert may be split into following parts:

  • An advanced university degree (at least Master’s Degree) in relevant field such as Transportation, International Development, Sustainable Development Policy, Urban Planning, E-Mobility, Environmental Management, Economics.
  • Minimum 8 years of working experience in the area of policy development, policy incentive advisory related to sustainable transport, low carbon mobility and is preferrable.
  • At least 5 years of experience in activities and/or projects that involved the implementation of public policies that promote the sustainable, low carbon transports, and related field.
  • Good understanding of transport sector and relevant policies of the Lao PDR.
  • Ability to apply sufficient analytical and technical skills to acquire relevant information/knowledge from a variety of sources, which are often difficult to access, in support of delivery of good quality outputs.
  • Ability to organize different ideas, thoughts and perspectives into a well-written report is an advantage.
  • Excellent written and spoken communications skill in English is required.
  • Experience in workshop preparation to engage stakeholders is a plus.
  • Good understanding and speaking of Lao language is a plus as well.
