Org. Setting and Reporting

This position is located in the Media Relations Section, Strategic Communications Branch, Office of the Coordination of Humanitarian Affairs (OCHA) in New York. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

The Strategic Communications Branch (SCB) is OCHA's communications and public advocacy team supporting headquarters and field operations in public outreach on humanitarian action. The Branch oversees senior leadership public advocacy and media, including the global spokesperson function, messaging and speeches, and social media.

The Principal Speechwriter reports to the Spokesperson and Chief of Media Relations Section and works closely as a key member of the Under-Secretary-General and Assistant-Secretary-General's team.

Responsibilities

Within delegated authority, the Principal Speechwriter is responsible for the following duties:

• Takes the lead in strategy, planning, research and production of a wide range of speeches, lectures, statements, articles, op-eds, and other major written contributions in support of global humanitarian outreach by the USG/ASG and senior officials. Serves as principal speechwriter to the Under-Secretary-General and the Assistant Secretary-General.
• Consults with OCHA leadership and relevant branches on the form, tenor and content of speeches and other materials to ensure messaging is tailored to different audiences.
• Liaises with UN departments and agencies, civil society organizations, the private sector and others to produce speeches and other materials that are persuasive, well-informed and factually accurate.
• Reviews and edits draft texts from others to ensure accuracy, clarity, consistency and effectiveness.
• Provides advice and expertise to managers, senior officers and other public information staff on a range of public affairs issues, methods, and approaches; anticipates and resolves communications/public relations issues/problems.
• Develops strategic partnerships with key constituencies to solicit inputs and support; works with governmental bodies, national groups, private sector, , academic organizations, international organizations, etc.
• Prepares or oversees preparation and research for a diverse range of information communications products in support of major campaign initiatives.
• Drafts complex material for UN newsletters, periodicals, reports and books and edits drafts prepared by junior officers.
• Evaluates results and impact of communications activities on intended audiences; undertakes activities to maximize reach of strategic content, reports on developments, trends and attitudes regarding the UN.
• Represents the institution in meetings and conferences; fulfills speaking engagements and makes presentations to groups on UN activities and advocate issues of concern; organizes media coverage and arranges for media contacts, briefings, interviews; organizes seminars, lectures, conferences, public events on major issues and events concerning the organization.
• Builds information networks; plans and oversees maintenance of publicly accessible information materials on the United Nations; plans and develops outreach activities. Collaborates across the Organization to ensure coordinated messaging is incorporated and amplified.
• Manages publications programme; produces materials for print/electronic/voice/visual media.
• Assists in the day-to-day operation of the unit to include participating in coordination of substantive and administrative activities of the unit, interpreting and disseminating policy, providing procedural advice, improving reporting systems, handling operational and administrative queries, preparing budget submissions, establishing and/or coordinating training programmes and monitoring and evaluating results.
• May coordinate and direct a team of public information staff and/or mentor and supervise the work of junior officers on specific projects.
• Undertakes other tasks as required.

Education

Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, political sciences, public administration or related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of progressively responsible experience in public information,
journalism, international relations, public administration or related area is required.

Proven experience in researching and producing high standard written work for public audiences is required.

Experience in supporting senior officials, and handling sensitive information, to tight deadlines, is required.

Experience in writing about complex humanitarian and development issues for international
audiences is desirable.

Three years of international field experience in public information or related area in the last 7 years is desirable.

At least two (2) years as a speechwriter is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, excellent writing skills in English are required, and a working knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
