Mission and objectives

The NHDR project aims to develop the third national human development report of Iraq. The report reflects a clear evidence – based vision of the research focus and data collection which requires maintaining communication with the Ministry of Planning and the Central Statistical Organization to stand on the consistency of its details with the national constants, as well as the adoption of official data. Project results will drive from the following lines of support (i) Coordination and advisory support to the Ministry of Planning on developing the NHDR report and other national strategic frameworks in line with the national priorities; (ii) Analyzing results and lessons learned and recommend strategies for improved delivery of project activity results and outputs; iii) reinforcing NHDR data collection, management and dissemination capacities and supporting an integrated monitoring and reporting framework for the NHDR. (iii) Provide high quality technical input to the design of activities, including through undertaking and review of context analysis; The NHDR Focal Point’s primary function is to provide administrative and logistic support to the Consultants under direct guidance of project manager within the project “Support to the Government of Iraq for developing the NHDR”. The NHDR Focal Point will also work in collaboration with NHDR team to ensure that the administrative work necessary for optimal functioning of the team is completed. The NHDR Focal Point actively supports knowledge building, sharing and applying in the organization.

Context

As an active UNDP team member, the volunteer will render efficient, timely, responsive, and client-oriented, and high-quality support to UNDP, its partners, counterparts and beneficiaries in the accomplishment of her/his functions, including ensuring the following:  Effective programming, implementation management and monitoring;  Tasks are delivered in an efficient manner, to a high quality.  The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs);  Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.  A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.  The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Task description

Key results: The NHDR focal point will assist the project manager in the preparation process and organizing the consultation session. Assist the coordinate of day-today project activities related to NHDR under the supervision of the project manager in-line with overall project operational and activity plans and, reporting schedules including documentation and monitoring and evaluation. Act as the liaison focal point with project implementing partners from the government including local authorities, Civil Society Organizations (CSOs), research centers, universities and other relevant stakeholders. Represent the Management Support Unit/SDGs Peogramme at cluster meetings and related events. The NHDR Project Manager may assign any other duty where appropriate. Key functions: Document all actions Project implementation Partnership coordination and networking support monitoring and evaluation Project Implementation. Assist documentation of meeting minutes, web updates and related materials. Assist the project team with preparations for undertaking field missions both in terms of administrative and logistical requirements. Partnership Management and Networking Act as the liaison focal point for project implementing partners (government and non- governmental) and engage with them regularly Provide day -to -day implementation support to project partners both remotely and in- person as advised by the NHDR Project Manager Assist with timely support and trouble shooting to partner requests and assistance. Manage internal relations with Programme Support Units Documentation Assist documentation of meeting minutes, web updates, case studies and related materials. Under the direct supervision of the Programme Manager, the National UN Volunteer will undertake the following tasks: 1. Support effective and efficient delivery of project results, which entails inter alia: • Support coordination efforts with other implementing partners. • Support to ensure compliance of project and operations activities with UN/UNDP rules, regulations and policies, implementation of project and operations strategies. • Work as the secretariat for the different coordination groups on project implementation. • Developing concept notes and TORs. 2. Technical Assistance and Knowledge Management, which entails inter alia: • Provide high-quality technical input to the design of activities, including through undertaking and review of context analysis; • Ensure synergies with/between UNDP programs/projects/ other areas of Programming, to ensure strengthening the achievement of integrated results; • Facilitate knowledge-building and management. • Analyze results and lessons learned and recommend strategies for improved delivery of project activity results and outputs; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Support a regular review of risks that impact the programme implementation. 3. Coordination and Partnerships, which entails inter alia: • Maintain regular communication and coordination with relevant partners, to implement activities in a timely manner; • Facilitate a good working relationship and collaboration between key government partners and UNDP; • Support to strengthen partnerships between government entities and civil society organizations, including through improved planning; • Support to facilitate coordination efforts with other implementing partners; • Assist the project team with preparations for undertaking field missions both in terms of administrative and logistical requirements; • Identify relevant human development source materials for translation into English\ Arabic if needed. • Identify potential partners/ institutions to deliver additional human development capacity building activities for the project (workshops, trainings, study tours, fellowships). 4. Report writing • Drafting of succinct and detailed narrative donor and internal reports within deadlines, including annual progress, post-activity and quarterly reporting and any other project documentation; • Accuracy and professionalism in document production and editing • Assisting in proof-reading of documents; • Ensure that project lessons learned, and best practices are captured, documented and periodically shared with relevant stakeholders.
