ORGANIZATIONAL CONTEXT

 

The position is based in Rome, Italy and reports to the Head of Humanitarian-Military Interaction.

 

THE ROLE

 

The current state of humanitarian response is characterized by more frequent natural disasters and the protracted nature of the most severe conflict-driven crises. Due to its mandate, operational presence, and size, WFP increasingly operates in contexts where military and other armed actors are present. This has resulted in an unavoidable sharing of space between military entities and the humanitarian community. As a result, WFP must establish dialogue with military entities in areas of operation to ensure distinction, improve information-sharing, coordinate predictable and systematic access of WFP personnel and as well as operational planning and response. Additionally, WFP seeks to establish context-specific civil military coordination strategies and guidance where and when appropriate.

 

KEY ACCOUNTABILITIES (not all-inclusive)

 

  • Establish and maintain reliable coordination mechanisms at the operational and tactical level with WFP HMI field staff regarding HMI and general WFP activities, reporting continuity, alignment of priorities, etc.
  • Promulgate and advocate with HMI field staff on WFP HMI planning and operational activities in specific operations, while ensuring alignment with WFP’s operational priorities and, more specifically, the established international CMCoord standards.
  • Ensure that WFP’s objectives, humanitarian principles, objectives, as related to HMI, are communicated, and appropriately considered within Concepts of Operations (CONOPs), and other inter-agency operational plans, as required.
  • Support the development of regional HMI strategies to ensure consistency and coherency across the regional approaches, tools, etc.
  • Support in the establishing contact, sustaining dialogue and coordination with relevant operational donors, partners, global military/state counterparts to ensure the appropriate and mutual exchange of information about ongoing WFP activities.
  • Ensure coordination and information flows between the HQ unit, regional and field officers including acting as a focal point for collaborative efforts within and outside HQ.
  • Conduct periodic field support missions, in support of regional and country office-operations including deploying on surge as a first response in sudden onset emergencies.
  • Support the HMI Unit with collaborations relevant to research opportunities, as well as with the creation of after-action and lessons learned initiatives.

  • Support in the provision of technical guidance to field HMI officers on HMI considerations, including developing plans for enabling WFP operations.
  • Act as a subject matter expert for the creation and delivery of the in-person HMI Operations Training Course for interagency partners and WFP staff.
  • Contribute to the development of HMI related strategies, guidance documents, manuals, and handbooks.
  • Monitoring HMI-related requirement and operational challenges in the field and escalating, where appropriate.
  • Ensure adequate onboarding for new HMI staff at HQ and where/when requested by COs/RBs, for the field.
  • Deploy as first or second wave HMI surge to field operations/RBs/COs that require support, guidance or technical oversight as requested by HMI/EME/OS management and/or the field. Where possible, deploy with a junior staff for mentoring purposes.
  • Perform other related duties as required.

 

QUALIFICATIONS AND KEY REQUIREMENTS

 

Education:

Advanced university degree in one or more of the following disciplines: International Relations, Peace and Conflict Studies, Political and/or Social Sciences, Development or Economics, Business Administration or Management. UN CMCoord training is an advantage.

 

Experience:       

 

A minimum of 5 years of postgraduate, progressively responsible professional experience in: inter-agency coordination, public policy, civil-military coordination, logistics, or other operations support functions; including experience at strategic and operational levels, working with global partnerships/initiatives and in emergency response operations (both natural disaster and complex environments); including a background working with established inter-agency emergency response coordination mechanisms (i.e. Cluster Approach, UN CMCoord, Inter-Agency Access Working Groups, etcetera) and WFP’s main institutional donors; including responsibility for recruitment, oversight and management of personnel.

 

Language:

International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language) would be an asset

TERMS AND CONDITIONS

 

This is an International Professional position and is open to all nationalities.

 

Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period for up to 2 years. Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.

 

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

 

The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
