Role objectives
  • Observe and provide feedback to CBRR management on the beneficiary screening and selection process for onward analysis and remedial action in order to contribute to the assurance of accuracy and quality control.  

  • Monitor the performance of the screening committee to ensure members engage appropriately, adhering to implementation procedures that lead to collective decision-making on returning migrant vulnerability, accurate application of Persons with Specific Needs (PSN) criteria and consistent identification of beneficiary eligibility.

  • Observe and provide feedback to CBRR management on levels of coordination with other IOM program units operating at the reception and transit centers, including Protection, DTM, and the Migration Health Unit, in addition to operating implementing partner agencies.

  • Work closely with the relevant CBRR Field Coordinator in order to develop and submit advisory updates indicating any gaps and or deficiencies in reception/transit center CBRR operations that require action and any opportunities for programmatic, systematic or procedural enhancement/further development.    

  • Support CBRR team personnel in the provision of immediate post-arrival humanitarian and transportation assistance to returning vulnerable undocumented Afghan migrants, reporting any observed gaps or opportunities for programmatic enhancement.

  • Assist CBRR team personnel in the maintenance and updating of project records and files, reports, and other required project-related documents at reception and transit center locations.

  • Work with CBRR team personnel to enhance coordination with partner organization and other stakeholders at reception and transit centers for the efficient and effective provision of post-arrival assistance.

  • Assist when required with administrative tasks such as the recording of beneficiary information in the Beneficiary Screening and Assistance Form (BSAF) database, reporting any issues of concern to the Field Coordinator.

  • Support CBRR team personnel in the issuance of IOM beneficiary cards to undocumented Afghan migrants identified by screening committees as Persons with Specific Needs (PSN).

  • Assist CBRR team personnel in the identification of special transportation arrangement requirements for those accompanying deceased migrants, medical cases, and other exceptional cases that require tailored support, reporting any deficiencies in modality or opportunities for programmatic improvement. 

  • Take part in and contribute to regular online and in-person meetings with line management including Field Coordinators and Kabul-based management personnel in order to discuss ongoing operations, raise any difficulties or challenges experienced, and advise on resolutory actions that could be taken to reduce the impact of bottlenecks and prospective steps towards greater levels of operational effectiveness.

SKILLS:

  • Knowledge of Afghanistan's complex migration dynamics is required.

  • Knowledge of humanitarian access negotiation and Experience in its implementation is preferred.

  • In-depth knowledge of the Joint Operating Principles;

  • Knowledge of data collection and analysis;

Required Qualifications and Experience

Education:

  • Completed Bachelor's Degree in Business Administration, Political Science, Social Science, and other related fields.

Experience:

  • Minimum of 2 years of professional Experience in, Project Implementation and evaluation.

  • Experience working with specialized international agencies (UN Agencies, International Organisations, and International NGOs) and in complex operations, including conflict and post-conflict situations preferred.

  • Experience working in Afghanistan's Herat   province is mandatory for this position;

  • Staff management experience is required.

  • Fluency English, Dari and Pashto
