Mission and objectives

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPA’s strategic plan (2022-2025), reaffirms the relevance of the current strategic direction of UNFPA and focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices. These results capture our strategic commitments on accelerating progress towards realizing the ICPD and SDGs in the Decade of Action leading up to 2030. Our strategic plan calls upon UN Member States, organizations and individuals to “build forward better”, while addressing the negative impacts of the Covid-19 pandemic on women’s and girls’ access to sexual and reproductive health and reproductive rights, recover lost gains and realize our goals. The country programme of UNFPA has three major components: (i) Improved comprehensive sexual and reproductive health (SRH) service provision and uptake in all setting (ii) Adolescents and Youth Outcome Gender Equality and Women’s Empowerment (iii) Population Dynamic and Data collection and management UNFPA in Ethiopia is led by a Country Representative accredited to the Government of Ethiopia. It has a programme team led by a Deputy Representative, International Humanitarian Coordinator, Assistant Representative and an Operations’ team led by an International Operations Manager as well as M&E team. UNFPA Ethiopia has presence in most part of the country including Benishangul Gumuz region.

Context

The UN Volunteer will be providing support to UNFPA and its partners in Sidama National Regional State which involves Government Institutions at Regional level mainly the Regional Health Bureau and Bureau of Regional Women, Children and Social Affairs. The partnership also involves Non-Government Organizations and FBOs working in the Region in the areas of UNFPA mandate. The UN Volunteer will support UNFPA Ethiopia CO and its partners the Regional Health Bureau and the Bureau of Women, Children and Social Affairs in overall activities related to SRH and GBV. He/she will liaise directly with the UNFPA Regional Programme Officer for Sidama Regional State for quality assurance, policy application, and effective and sound resources utilization. He/she will work with the Country office and main partner at regional level with the Regional Health Bureau and Bureau of Women, Children and Social Affairs in all matters that are related to SRH, Gender and Adolescent and Youth development in cooperation with the relevant bureau officials including the bureau heads. The purpose of the assignment is to affect a paradigm shift in SRH and Gender sectors through implementation of the key interventions in an integrated and holistic manner with other sectoral plans to ensure that they are aligned with the Home-Grown Economic Reform, ICPD plan of Action, SDGs and other international commitments, while serving the needs of the under-served segments of the population. Under the direct supervision of the Regional Programme Officer (RPO) and overall guidance of the UNFPA CO, she/he will provide support to the IPs for timely preparation of work plans, monitoring of their implementation and reporting. His/her work will contribute in the coordination partners and implementation of both humanitarian and triple nexus projects (Humanitarian-development peace nexus) and interventions related to sexual reproductive health and rights (SRHR) and SGBV.

Task description

Within the delegated authority and under the supervision of Sidama Regional Programme Coordinator or his/her designated mandated representative(s), the UNV: SRH/GBV Expert in Emergency will: • Analyzing and interpreting the political, social and economic environment relevant to UNFPA programme intervention, and identifying opportunities to intervene in both development and humanitarian settings. • As UNFPA is the co-lead of the national GBV AoR and SRH Working Group, the SRH and GBV expert will support Zonal Health Department and Women, Children and Social Affair Department to strengthen the SRH Working Group and GBV in emergency coordination platform at zonal and district level; • Actively participate in other key humanitarian coordination mechanisms including in Incidence Command Post and Returnees Durable Solution Technical Working Group. • Explore opportunities and entry points for UNFPA to design RH and GBV interventions for the conflict induced populations and the surrounding host communities • Maintain good working relationship with government counterparts, INGOs, Civil Society, Faith Based Organization, and UN agencies and share relevant information to partners on the area of RH and GBV for its incorporation on Weekly/bi-weekly, updates, situation reports, and any documentation related to humanitarian situations updates; • Undertake supportive supervision visits to Woreda offices and facilities to identify gaps in SRH and GBV response services and provide support to address gaps and improve the services and quality of care; • Providing support to different assessments and surveys that could be organized at zonal level and relevant to the programme implementation or monitoring; • Support data collection, documentation, and management in an ethical and confidential manner. • Ensuring proper monitoring and implementation of the Work Plans, through regular exchanges with IPs and quality reporting, and programme reviews; • Provide overall technical support to zonal and woredas Women, Children and Social Affairs and Health departments and Offices to accelerate the provision of community mobilization and awareness raising on GBV and SRH including outreach to the most Vulnerable group of society • Establishing a mechanism for proper communication between IPs at Zonal and district level and regional and UNFPA-CO; • Creating nexus between development and humanitarian programmes to realize the triple nexus and durable solutions agenda • Provide all technical, operational and administrative support to the implementing partners to ensure appropriate and timely implementation and monitoring of the UNFPA funded programmes/projects; • Supporting the implementing partners in identifying bottlenecks and suggesting possible solutions, which affect programme implementation at Zonal and district level in order to support the implementation of UNFPA funded programmes; • Facilitate the distribution and proper utilization of humanitarian supplies including emergency RH kits, female dignity kits, sanitary pads and other supplies • Promote visibility for UNFPA’s programme implementation both at zonal and district levels • Perform other related duties as required by his supervisor and the Country Office. Results/expected outputs: • As an active member of UNFPA, the staffs in Sidama Region are rendering efficient, timely, responsive, client-friendly and high-quality support rendered to the Regional Health Bureau and Bureau of Women and Social Affairs and its beneficiaries in the accomplishment of her/his functions, including: • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • SRH, gender and other related coordination mechanisms are strengthened • Enhanced quality and timely implementation of work plans by UNFPA implementing partners • Timely and quality reporting and documentation of results/achievements, challenges and lessons learned
