The Office of Emergency Programmes (EMOPS) is seeking a qualified consultant to test and finalize the development of common standards and guidance for collecting and sharing community feedback data across agencies to ensure and promote the safety, protection, and inclusion of those sharing community feedback, as well as improve effective usage and response to community feedback.

Purpose of Activity/Assignment

Under the guidance of the AAP Section Chief, EMOPS Geneva and supported by the IASC AAP Task Force Coordinator, the consultant will test and finalize the development of common standards and guidance for collecting and sharing community feedback data across agencies to ensure and promote the safety, protection, and inclusion of those sharing community feedback, as well as improve effective usage and response to community feedback. This includes standards for collecting, organizing, and classifying the information to ensure inter-operability and therefore more effective analysis and use of the information. Overall, it is expected that those outputs enable data interoperability for safe and inclusive response level Collective Feedback Mechanisms (CFMs).

Scope of work

A. Country level testing and support

  • Develop a learning framework to test collectively the Logbook(s) (classification of data already developed.
  • Support agencies at global and country level to test and understanding how the existing package on common data and principles already developed or derived content can support collective Feedback Mechanisms in operations.

B. Documenting good practices and lessons

Based on the country level testing of the existing logbooks) and engagement with primary users:

  • Consolidate learnings from the testing of different models of Logbooks to inform guidance and support to Collective Feedback Mechanisms.
  • Conduct an After-Action Review focused on Collective Feedback Mechanisms in the regional Ukraine response to better understand institutional and operational challenges.
  • Consolidate methods for Data Anonymization and Privacy Preserving Mechanisms to make it easier to share sensitive data.
  • Provide inputs and recommendations into resources and training content.

C. Developing the final guidance package

Based on testing, country support and learning, finalize the guidance package on “Common standards and principles for collecting, sharing, and actioning feedback and complaints data (including for sensitive feedback such as Sexual Exploitation and Abuse (SEA), racism etc.)”

D. Consultation with members of the AAP Task Force and co-leads of the workstream

  • Working with Leads of the workstream and TF2 coordinator support the coordination of the TF2 workstream by providing presentation to enable and facilitate collective and participatory development of the outputs.
  • In agreed selected countries/context(s) coordinate the key agencies support to set up or strengthening of collective Feedback Mechanisms.

Estimated Duration of the Contract

180 working days (between March and December 2023)

Consultant’s Work Place and Official Travel

The Consultant will be remote/home-based, however there are an estimated of 3 travels planned as part of this contract. The consultant will be reimbursed based on travel invoice following each trip.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made upon submission of an invoice and satisfactory completion of the above-mentioned deliverables. Please indicate an all-inclusive fee proposal based on 180 working days to undertake this assignment.

To qualify as an advocate for every child you will have…

  • Master's degree in Social Science, Communications, Humanitarian Affairs, Development Studies, or a closely related field.
  • At least 7 years of professional experience in humanitarian response and/or international development.
  • Programmatic country experience with accountability to affected populations, social accountability, and community engagement (feedback and complaints mechanisms, participation, information provision) mandatory.
  • Proven experience of the humanitarian system, including collective approaches to Complaints and Feedback Mechanisms.
  • Proven understanding of data management, including data collection, aggregation, analysis as well as data sharing and data protection.
  • Preferably work experiences with UNICEF or any other UN agency, ideally in a country office.
  • Excellent analytical skills with strong drive for results and capacity to work independently.
  • Excellent English communication and writing skills. Samples of previous work will be required.
  • Knowledge of French or Spanish is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
