The OECD Environment Directorate (ENV), in line with the strategic objectives of the Secretary-General, provides relevant and timely information, analysis and advice to support governments in identifying and implementing the environmental policies needed to support a cleaner, more resource-efficient, resilient and low-carbon development pathways. The Directorate currently comprises approximately 175 staff members working across a broad range of issues such as\: climate change, biodiversity, water, eco- innovation, resource productivity and waste, environmental policy tools and evaluation, green growth, safety of chemicals, biotechnology and nanomaterials, and linkages between environment and tax, agriculture, energy, transport, development assistance, trade and investment policies.

The Environment, Transitions and Resilience (ETR) division of the Environment Directorate is looking for a Policy Analyst in the area of climate finance. The selected candidate will focus on the delivery of a work programme to track and assess climate finance provided and mobilised for climate action in developing countries. This includes leading the preparation and delivery of the flagship publications under the Climate Finance and the USD 100 Billion Goal series as well as further analyses and outputs to deep dive into specific issues. Her/his main responsibility will be to conduct data and complementary analyses, lead the drafting of outputs, communicate results and findings, co-ordinate relevant inputs, as well as contribute to the co-ordination and further development of the overall work programme.

Main Responsibilities

Contribution to programme management, co-ordination and development

  • Propose ideas and develop concept notes for new work and analysis.
  • Proactively contribute to effective and smooth internal project co-ordination across teams, divisions and directorates as relevant.
  • Supervise interns, consultants and co-ordinate relevant staff inputs.
  • Contribute to fundraising the necessary voluntary contributions to enable the delivery of the intended programme of work.

Quantitative and qualitative analysis

  • Source, quality check, harmonise and aggregate data on international climate finance  as well as, depending on the analytical scope, complementary sources and mechanisms involved in the provision and mobilisation of finance for climate action in developing countries.
  • Perform multidimensional data analysis (e.g. but not limited to sectors, financial instruments, geography) to identify key trends, correlations where appropriate, in the composition and characteristics of public and private climate finance.
  • Link and compare these trends with relevant quantitative and qualitative information relating to different developing country contexts, e.g. based on Nationally Determined Contributions, available indicators of local circumstances, impacts, enabling conditions, etc.
  • Derive lessons learnt and conclusions of relevance to both international climate finance providers and, more broadly, ongoing international discussions in the context of the UNFCCC as well as other foras, e.g. G20.

Drafting and reviews

  • Lead/co-lead the framing and drafting of relevant reports, including developing effective and impactful visualisation tools, and presentation of analytical results.
  • Review, comment on and help guide sections and contributions drafted by other staff members or externa contributors as relevant.
  • Lead the preparation and execution of consultation meetings and procedures with country delegates and other stakeholders as needed.
  • Co-ordinate the internal review and approval procedures.

Outreach and dissemination

  • Co-ordinate the publication processes of outputs resulting from the analysis and drafting.
  • Contribute to briefing material and speeches for ENV and OECD leadership on the OECD work on international climate finance.
  • Organise and present at consultation and outreach workshops and webinars.
  • Present OECD work on international climate finance at relevant external events and conferences.

Candidate’s profile

Academic Background

  • Advanced university degree in environmental or climate economics, finance and/or policy.

Professional Background

  • Minimum three, preferably five years’ professional experience, in climate-related policy and finance acquired in a national administration, international organisation, university or research institute, NGO, or consultancy.
  • Practical experience with\:
    • The use and analysis quantitative of international climate finance data;
    • International climate negotiations under the UNFCCC.
  • Proven ability in writing analytical and policy-relevant publications that are clear, concise and reader-friendly and achieve an optimal balance of length, technical detail and accessibility for a variety of target audiences.
  • Experience in managing relationships with government officials and in contributing to the organisation, agenda and outputs of international events.

Tools

  • Proficient in Excel.
  • Familiarity with statistical packages and programming languages highly desirable.

Languages

  • Fluency in one of the two OECD official languages (English and French) and working knowledge of, or willingness to learn the other, with a commitment to reach a good working level.

Contract Duration

  • 13 months, renewable.
  • Ideal start date\: as soon as possible.

For retained candidates, written tests/video-recorded interviews are foreseen around early/mid March and panel interviews are planned around end March/early April.

  • Depending on level of experience, monthly salary starts at EUR 6,672.15 plus allowances based on eligibility, exempt of French income tax.
