The Nuclear Energy Agency (NEA) is an intergovernmental agency which operates under the framework of the Organisation for Economic Co‑operation and Development (OECD). It facilitates co-operation among countries with advanced nuclear technology infrastructures to seek excellence in nuclear safety, technology, science, related environmental and economic matters and law. The mission of the NEA is to assist its 34 member countries in maintaining and further developing, through international co‑operation, the scientific, technological and legal bases required for a safe, environmentally sound and economical use of nuclear energy for peaceful purposes. It strives to provide authoritative assessments and to forge common understandings on key issues as input to government decisions on nuclear technology policies.

The Division of Nuclear Technology Development and Economics (NTE) provides the Secretariat for, and implements the programme of work of the Committee for Technical and Economic Studies on Nuclear Energy Development and the Fuel Cycle (NDC). The NDC is a cross-cutting committee that examines all aspects affecting nuclear development, for both existing and new reactors, including their place in the overall energy mix of member countries.

We are looking for an experienced uranium and nuclear fuel analyst to carry out, under the supervision of the Division Head and in collaboration with other staff, various scientific, technical and policy-related activities in support of the NEA programme of work for the Committee for Technical and Economic Studies on Nuclear Energy and the Fuel Cycle (the Nuclear Development Committee (NDC). S/he will carry out activities approved by the Committee, assemble and provide secretariat services to Expert Groups, provide personal contributions and contribute to the range of activities within the division.

Main Responsibilities

Technical

  • Initiate and co-ordinate studies, publications and symposia on uranium, enrichment, conversion, and fuel fabrication, consistent with the biennial programme of work.
  • Compile and critically evaluate technical, market, and economic information about the front end of the nuclear fuel cycle, with particular emphasis on uranium, conversion, enrichment, and fuel fabrication, as well as fuel supply and fuel cycle more broadly.
  • Provide Secretariat support to the Joint NEA-IAEA Uranium Group and related expert groups.  
  • Lead and coordinate the preparations of the biennial publication on uranium resources, production and demand (the “Red Book”) and other reports as assigned by the NTE Head of Division.

Liaison and outreach

  • At the direction of the NTE Head of Division, participate in OECD and other international meetings and present the outcomes and main findings from studies carried out under the Nuclear Development Committee (NDC) programme of work. 
  • Build and maintain relations with other international groups, including the IAEA and the European Commission and, where relevant, other NEA or OECD committees.
  • Report on and present the work of the NEA in this area to external audiences.

Other

  • Assist the Head of the Division in meeting the needs of the Committee for Technical and Economic Studies on Nuclear Energy Development and the Fuel Cycle (NDC).
  • Any other tasks as assigned by the NEA Management.

Ideal candidate’s profile

Academic Background

  • Advanced university degree in science, engineering, economics, or other fields  related to the position, or equivalent work experience relevant to the front end of the nuclear fuel cycle.

Professional Background

  • A minimum of three, preferably more than five years’ experience related to the nuclear fuel cycle, uranium mining, nuclear fuel, or nuclear energy more broadly, including strategic or policy aspects of these areas.
  • Experience in establishing and implementing projects and working groups, including coordinating input from multiple experts or groups.
  • Ability to deal with experts at all levels in national and international administrations and in industry.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

  • Two-year fixed term, with the possibility of renewal.

  • Depending on level of experience, monthly salary starts at either 6 672 EUR or 8 232 EUR exempt of French income tax, plus allowances based on eligibility.
