The International Renewable Energy Agency is an inter-governmental organisation headquartered in Abu Dhabi, mandated to promote the widespread and increased adoption and sustainable use of all forms of renewable energy in the pursuit of sustainable development, energy access, energy security and low-carbon economic growth and prosperity. IRENA’s mission is to play a leading role in the ongoing transformation of the global energy systems as a centre of excellence for knowledge and innovation, a global voice of renewable energy, a network hub for all stakeholders and a source of advice and support for countries.  At present, IRENA has 168 Members (167 States and the European Union) that acceded to its Statute, and 16 additional States in the process of accession and actively engaged.

Duties and Responsibilities:

Under the overall guidance of the Director and Administration and Management Services (DAMS) and supervision of the Chief of Human Resources (CHR), the consultant will assess the impact of IRENA joining the United Nations Joint Staff Pension Fund (UNJSPF) and Inter-Organization Agreement concerning Transfer, Secondment or Loan of Staff among the Organizations applying the UN Common System of Salaries and Allowances (IOA) and provide a detailed report summarizing the implications for the IRENA management and membership.

  1. Conduct a comprehensive assessment of financial, HR and policy implications for joining the UNJSPF and IOA and provide a technical paper to this end. The technical paper, amongst other things, should identify costs and benefits as well as opportunities and risks of joining UNJSPF and IOA from the point of view of IRENA as an independent intergovernmental agency.
  2. Review existing reports to the governing bodies, feedback received from delegates on the issues of admission to the UNJPSF and IOA and duly incorporate relevant considerations in the technical paper.
  3. Review and make recommendations on possible amendments/revisions to the existing HR policies and make recommendations on potential changes necessary to implement the change.
  4. Prepare a presentation (including the talking points) on the results of the assessment and the way forward for the IRENA Council meeting.

The DAMS and CHR will provide the direction on the priorities and specific assignments throughout the consultancy contract.

Deliverables:

The above main responsibilities and related recommendations are to be incorporated within report, and with the agreement of IRENA’s Human Resources Office, to support the following main deliverables:

  1. A technical paper summarizing the costs (detailing cost projections) and benefits, opportunities and risks of joining UNJPSF and IOA and recommendations on the way forward; with a comparison in tabular format of key differences between IRENA Provident Fund and UNJSPF.
  2. Preparation of a presentation on the assessment results and the way forward to the membership for the Council meeting in May 2023.

Location:

Work is anticipated to be conducted mainly offsite with official travel to Abu Dhabi upon submission of the draft technical paper. For travel, IRENA will arrange and separately pay for the air ticket, visa, and DSA.

Payment schedule:

Payment will be around USD $500 per day (specific rate to be confirmed based on the professional credentials of the consultant). The payment will be made upon the presentation of certified invoices detailing the activities/deliverables produced by the consultant.

One month; up to 20 working days.  

REQUIRED SKILLS AND EXPERIENCE

Minimum requirements:

Education:      

  • Master’s Degree in business or public administration, human resources management, statistics, or related academic field.

Experience:

  • At least 10 years of relevant working experience in the area of human resources management and social security with specific focus on statistical analysis and research and compensation and benefits;
  • Proven experience in consulting, research, policy and report writing in the area of human resources, compensation and management, social security and organizational development;
  • Extensive experience in working on human resources matters, including in the United Nations Common System or in a large multilateral organization;
  • Extensive experience in facilitating discussion with senior management; excellent presentation skills;
  • Demonstrated ability and experience in preparing clear and concise reports.
  • Sound knowledge of UN system structures, policies and procedures;
  • Demonstrated ability to independently plan and prioritize own work and work under tight deadlines;

Language Requirements:         

  • Fluency in both written and spoken English.
