Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In September 2017, the EU and the UN launched an ambitious partnership to eliminate all forms of violence against women and girls worldwide. The Spotlight Initiative (SI) aims at mobilizing commitment of political leaders and contributing to achieving Sustainable Development Goals (SDGs). The Initiative aims at ending all forms of violence against women and girls, targeting those that are most prevalent and contribute to gender inequality across the world. The Spotlight Initiative deploys targeted, large-scale investments in Asia, Africa, Latin America, the Pacific and the Caribbean, aimed at achieving significant improvements in the lives of women and girls. Guyana, Grenada and Trinidad and Tobago are three of the countries in the Caribbean to benefit from this transformative initiative.

The selection of Trinidad and Tobago as a Spotlight country is a recognition of the high rates of incidence and prevalence of family violence which is both a cause and consequence of gender inequality and associated harmful gender norms and stereotypes. The National Women’s Health Survey for Trinidad and Tobago (2018) found that at least 44% of ever-partnered women reported experiencing IPV within their lifetime, and 1 in 3 women reporting physical and/or sexual violence by an intimate partner. [1]

The overall goal of the Spotlight Initiative in Trinidad and Tobago is to reduce Family Violence. This work is being done through implementation of integrated, quality and accessible services and prevention approaches. This approach recognises that an architecture of laws, policies and institutions are in place for addressing family violence. Spotlight builds on, consolidates and scales up this progress whilst addressing the significant implementation deficits and programmatic gaps.

At the end of the Spotlight programme, a comprehensive National Strategy will be adopted, practical prevention tools available at community level, and services will be accessible, effective and therefore used by survivors and perpetrators. Service providers will be held responsible for timely correction of implementation failures because systems of supervision and accountability will be strengthened. Civil society and women’s organisations will be empowered to monitor and support responsive and survivor-centred services. These approaches will advance gender equality, reduce indifference and impunity for gender-based violence against women and children.

The SI Country Programmes use a multi-sectoral, multi-layered, interlinked community-centered approach to the implementation of the interventions on the following six Outcome Areas based on the socio-ecological model for addressing SGBV:

Duties and Responsibilities

Under the overall supervision of the UN Women MCO - Caribbean Representative, and day to day supervision of the Planning and Coordination Specialist (Trinidad and Tobago), the consultant will work with CSO and government partners to adapt and pilot appropriate tools and systems using participatory methodologies and to support testing of same including strategies to generate the enabling environment to apply them, and will support a national level state and social accountability strategy to enhance knowledge and measure and monitor state implementation of laws, policies, essential services and programmes related to Family Violence.

 

SCOPE OF WORK AND DELIVERABLES

Under the direct supervision of the Planning and Coordination Specialist (Trinidad and Tobago), the consultant will conduct the following tasks:

  1. Conduct a desk review of the following:
    • CSO Assessments, reports and data relevant to the CSO community working on VAWG/Family Violence in Trinidad and Tobago.
    • The state response to Family Violence, including programmes, policies, budgets and other relevant data and interventions, particularly on the administration of justice.
    • Social accountability tools, strategies and mechanisms based on best, good or promising practices, including tools and strategies developed in other Spotlight country programmes
  2. Conduct stakeholder consultations with the gender focal points in Government, the Judiciary, Civil Society, the Spotlight Initiative Trinidad and Tobago implementing team, and other key actors on state and social accountability in response to Family Violence in Trinidad and Tobago.
  3. In consultation with the key stakeholders and using available models, adapt social accountability tools and mechanisms to monitor and evaluate the state response to Family Violence on the administration of justice.
  4. Draft a national level state and social accountability strategy, including a stakeholder matrix across key sectors and involving relevant actors and prepare a guidance document for the implementation of the state and social accountability strategy and tools.
  5. Present the guidance document and draft strategy for feedback, and finalise the documents based on feedback received.
  6. Support at least two training sessions on the strategy and tools for CSOs, Government and key stakeholders.
  7. Support the validation of the tools and mechanisms through a pilot test of one or more key sectors (including the justice sector).
  8. Prepare a gap analysis report based on the results of the pilot and recommendations for an enabling environment to apply state and social accountability mechanisms.
  9. Prepare and submit a Final Report on the project, including lessons learned, challenges and opportunities.

 

REPORTING REQUIREMENTS

The consultant will work under the overall supervision of the UN Women Planning and Coordination Specialist (Trinidad and Tobago).

Required Skills and Experience

The consultant should meet the following criteria:

Experience:

  • At least 3 years’ experience working on accountability strategies, tools and/or processes is required.
  • Experience working with Civil Society is required. 
  • Experience working on gender equality and human rights issues, especially in the area of ending violence against women, would be an asset.  
  • Experience working with public sector programmes/services or responses to Family Violence/Gender-Based Violence would be an asset.
  • Experience working in the CARICOM region is required.

 

Education:

  • An Advanced Degree in Public Sector Policy, Gender Studies, Law, or other related social science field is required.
  • A first degree in any of the fields, with an additional three years of qualifying experience, may be accepted.

 

  LOCATION AND DURATION

  • The consultancy will be home based however, field visits across Trinidad and Tobago may be required.
  • The consultant will be engaged for a maximum of 50 working days during the period 1 March – 30 September 2023.

 

REMUNERATION

  • The consultancy fee will be negotiated before contracting. Each payment will be based on a predefined and formal agreement between UN Women and the consultant and will be disbursed based on satisfactory completion of agreed deliverables.
  • The remuneration for this contract type is an all-inclusive fee, the organization will not be liable for additional cost or benefits.  Hence, it is the responsibility of the consultant to take out adequate medical insurance for the duration of the contract and it is recommendable that the policy includes coverage for COVID-19 related illness.   The medical coverage should be international when the contract requires missions or international assignment.
  • If selected for this vacant post, proof of medical coverage should be presented within the first two months of the contract.

 

HARDWARE, SOFTWARE, AND COMMUNICATION:

  • The consultant must be equipped with a fully functional laptop, which must comfortably run Office 365 programs, using operating systems Microsoft Windows 10/11, or Mac OS X 10.11 or upward. The consultant must be reasonably accessible by email and telephone (preferably mobile). The use of reliable, internet-based (Skype or equivalent) is required.
