  1. Role and responsibilities

The Information, Counselling and Legal Assistance (ICLA) Project Coordinator will be responsible for the implementation of the delegated ICLA project portfolio in Northern Ukraine. The ICLA Project Coordinator will manage the ICLA team, ensure capacity building and transferring of key skills. The ICLA Project Coordinator will oversee legal service and capacity building delivery and ensure quality and alignment with NRC strategies and procedures.

 

Generic responsibilities

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.

 

  1. Adherence to NRC policies, guidance and procedures
  2. Contribute to ICLA strategy development, project proposals drafting and provide input on needs and gaps
  3. Coordinate, manage and implement the portfolio of ICLA projects (activities, budget and project documentation) as delegated by the ICLA Project Manager in line with proposals, strategies and donor requirements, and ensure high technical quality
  4. Support implementation of project cycle management activities according to NRC framework.
  5. Oversee the provision of legal services to NRC beneficiaries in the relevant area
  6. Ensure that projects target beneficiaries most in need of legal protection, explore and asses new and better ways to assist
  7. Promote and share ideas for improvement and necessary changes in the activities
  8. Supervise the ICLA team located in Dnipro area office, ensure their capacity building and transfer key skills;
  9. Contribute to protection needs and trends identification
  10. Liaise and collaborate with relevant local authorities and other key stakeholders

 

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • Manage, supervise and support ICLA team through capacity building activities and on-the-job training
  • Identify appropriate locations for ICLA outreach work and establishment of activities in coordination with ICLA team.
  • Monitor and follow-up on the quality of ICLA services provided
  • Conduct field visits to targeted locations
  • Monitor, analyse and document issues of concern arising during legal case management
  • Monitor the project performance and progress towards set targets according to ICLA database and other monitoring tools
  • Assist in development and design of the relevant reporting templates
  • Contribute to the development of SOPs, checklists and relevant ICLA tools.
  • Deliver timely and quality regular and ad hoc reporting on quantitative and qualitative aspects of the implementation.
  • Contribute to the proposals, report writing and budgets drafting process, whenever required
  • Conduct technical assessment and present recommendations
  • Coordinate with project staff from other NRC programmes in relation to planning and implementation of programme interventions, ensure integrated programming response when applicable 
  • Contribute to organisational learning through the provision specific technical analysis, lessons learned and reports
  • Prepare, organize and facilitate trainings, workshops, webinars and other events according to the plans/requests
  • Ensure effective use of internal and external referral mechanisms and pathways.
  • Provide regular progress and administrative reports to the line manager
  • Ensure proper filing of documents
  • Perform any other tasks as requested by line management

 

  1. Competencies

These are skills, knowledge and experience that are important for effective performance.

 

Generic professional competencies:

  • Minimum 3 years of relevant job experience in a similar role, preferably within the humanitarian sector
  • Documented results related to the position’s responsibilities
  • Proven experience in coordinating activities and liaising with external actors
  • Previous experience from working in complex and volatile contexts
  • Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint
  • Fluency in English, both written and verbal

 

Context/ Specific skills, knowledge and experience:

  • Bachelor degree in law, human rights, international relations, political sciences or equivalent
  • Understanding of laws and regulations related to internal displacement is an asset
  • In depth knowledge of the context in Ukraine
  • Fluency in Ukrainian and Russian language
  • Experience with start-up of legal protection programmes is an asset
