BACKGROUND

The International Rescue Committee (IRC) helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. Founded in 1933, the IRC works in over 40 countries. The IRC’s Resettlement, Asylum and Integration department (RAI) operates 30+ offices across countries in Europe and the United States. RAI serves clients and communities through a diverse portfolio of programs aimed at five core outcomes: Health, Safety, Economic Wellbeing, Education and Power. RAI’s Health Promotion work helps ensure that people who have been forcibly displaced have the knowledge and skills they need to make empowered choices about their health and wellness. IRC accomplishes this work through collaboration with individuals, families and communities, direct services and supports, interagency collaboration, advocacy, and partnerships with formal and non-formal systems. 


Job Overview:  

The Technical Advisor, Health Promotion (TA) provides oversight, guidance and leadership to several large, high visibility health projects focusing on Covid-19, Afghan health, and Ukrainian health, as well as provides health promotion technical assistance across the RAI network. In addition to strong project management skills, the TA will advance IRC as a thought leader in community centered, culturally grounded, and contextually appropriate health promotion practices. As a direct result of the TA’s project leadership, an expanded number of service providers will have the resources they need to do quality health promotion, and more refugees, immigrants and migrants will be empowered with culturally and linguistically accessible information and tools. The TA is directly responsible for supervision of two Program Officers, as well as provides guidance and support to project staff housed in other programmatic areas. In addition, the TA will help support the growth of the programmatic sector through business development. It is expected that the TA will spend about 70% of their time directing major projects, with about 20% of time spent on training and technical assistance, and 10% on business development and liaising with stakeholders.


Major Responsibilities:

Project Leadership

  • Manage deliverables on major health promotion projects, including liaising with IRC program offices and contractors to ensure project success.
  • Act as the primary focal point with funders and major stakeholders, with the goals of sustaining and strengthening positive communication and collaboration.
  • Provide supportive supervision to Program Officers to ensure they understand project expectations and have the information and resources they need to effectively function in their role.
  • Provide guidance to dedicated project staff in other departments to so they have the information and tools they need to advance project goals.
  • Promote and develop a high functioning, collaborative team across multiple programming areas.
  • Ensure that project processes are community centered and that developed project resources meet high quality standards that advance IRC as a leader in the health promotion space.
  • Provide general financial oversight related to ensure spending is aligned with project budgets.
  • Lead coordinating meetings with partners, funders, and government agencies to sync approaches and leverage impact.
  • Lead and collaborate with the Safety, Education & Wellness Technical Unit Director in the development and implementation of a strategic plan for expanded health promotion and education services within RAI.


Technical Assistance

  • Provide leadership on the development of toolkits, best practices, and other resource products.
  • Provide technical assistance to program offices and other stakeholders on best practices in health promotion.
  • Develop and deliver culturally and linguistically appropriate health promotion training.


Monitoring, Evaluation and Program Quality

  • Provide ongoing analysis of program activities, including monitoring and evaluation of pilot projects, to determine and adjust approaches as needed.
  • Ensure high quality evaluation of efforts and outcomes.
  • Develop and submit quantitative and qualitative reports as requested by the funder.


Business Development

  • Identify and support additional funding opportunities for national and regional health promotion projects.
  • Collaborate with IRC and external partners to apply for and submit concept notes and proposals to
    further diversify funding sources.
  • Actively co-facilitate and support grant opening, grant review, and grant closing meetings, and lead all
    aspects of project cycle, including supervising monitoring & evaluation plans.

Job Requirements:

  • Bachelor’s degree required, with Master’s degree in health related field preferred.
  • At least five years of progressively complex project leadership required.
  • At least two years of supervisory experience required.
  • Significant experience working with refugee, immigrant and migrant populations, with strong knowledge of the issues related to migration and health.
  • Self-starter with excellent management skills, including the proven ability to prioritize and effectively manage competing demands and complete project tasks on time.
  • Demonstrated ability to work effectively with stakeholders at all levels.
  • Strong external relations and partnership development experience.
  • Experience in successful business development including grant writing, project proposals, and development of concept notes.
  • Ability to effectively communicate and work as a team member with collaborative partners, the community, and clients in a cross-cultural, multi-disciplinary environment.
  • Excellent verbal and written communication skills
  • Fluency in written and spoken English; fluency in additional language a plus.
  • Computer proficiency, including MS Office

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirement.
