Background:

 

The OSCE Mission to Moldova is looking for a National Expert/Scenario Developer for the OSCE national simulation-based training exercise on trafficking in human beings (THB).


Trafficking in human beings concerns all OSCE participating States, both as a security threat and a human rights issue. The root causes of trafficking are poverty, lack of opportunities, gender discrimination, social and political violence. Trafficking primarily affects women and children. Irrespective of the states’ efforts at national, regional and transnational levels, trafficking in human beings remains a dynamic criminal activity. 
The Republic of Moldova remains a source country for women, children and men subjected to different forms of trafficking in human beings (THB). 
The OSCE Mission to Moldova has been supporting Moldovan government institutions for many years to combat trafficking in human beings. This year, the Mission in cooperation with the Office of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings, will support the Moldovan government, for the first time, in the organization of a national OSCE simulation-based training exercise on the identification and investigation of trafficking in human beings.
The scope of the assignment is to design scenarios and storylines for the anti-trafficking simulation-based training exercise based on the inputs provided by the national core group of anti-trafficking experts (DIREX).
The National Expert will be guided by relevant documentation, including strategic documents, project documents and any other relevant information provided by the DIREX and OSCE Human Rights Programme. The main tasks and responsibilities of the incumbent include the following:    

  1. Develop the simulation exercise materials based on the national context;
  2. Provide introductory training overview for directory, antennas, actors and other support staff trained to take part in the simulation-based training exercise

Tasks and Responsibilities:

 

 

  1. Develop the simulation exercise materials based on the national context:
  • Draft, develop, present and constantly improve scenarios, storylines and role players’ profiles in Romanian language on the basis of the fundamental elements and input provided and needs and aims outlined by the single DIREX member involved in developing the simulation exercise;
  • Develop, update and consolidate the project simulation exercise matrices in Romanian language (new actions and new injections) with the DIREX group, taking into account materials from the Practical Handbook on How to Conduct Simulation-based Training Exercises to Combat Human Trafficking; 
  • Frame all the materials related to and/or produced for the simulation exercise into effective and consistent simulation procedures and layout, drafting simulation exercise’s matrices, detailing the sequence of events to be followed during an exercise, including the time indication of each action, responsibility for tasks, injections needed and a ‘script’ to follow;
  • In coordination with the DIREX team, consider and ensure the sequence of actions to be followed during the simulation exercise comply with police, administrative and judicial procedures, legal documents and framework relevant and/or developed for the simulation exercise;
  • Ensure during all the course of matrices’ development the well-functioning, practicability and consistency of the simulation, considering the consistency of the storylines and actions development and adjusting the general timeline of the single actions avoiding overlapping and interfering of actions and/or activities in regard of places, characters, controllers and resources’ availability;
  • Keep the control over the simulation exercise by designing, developing and/or checking a specific set of injections for every action, leading to specific reactions by trainees and facilitating the flow of the actions as planned by the matrices;
  • Visit the possible simulation locations;
  • Participate in all DIREX meetings.

 

      2. Provide introductory training overview for directory, antennas, actors and other support staff trained to take part in the simulation-         based training exercise; 

  • Provide a two-day training prior to the simulation exercise on the developed scenario and storyline;
  • Develop pre and post – training test based on the training needs, identified by DIREX group;
  • Provide the report upon finalization of the simulation exercise, including pre and post – training test results, challenges and lesson learned. 

 

Duration of Assignment:

 

The duration of the consultancies will depend on the specific projects/activities

Necessary Qualifications:

 

  • University degree in law, law enforcement, social, human rights or other related fields;

  • Minimum 5 years of professional experience in the law enforcement / or social protection sector, in fields directly related to trafficking in human beings and migration;  

  • Excellent knowledge of national legal frameworks, multi-agency approach in addressing THB; 

  • Teamwork skills and ability to interact with other units, including law enforcement, and with governmental and non-governmental organizations; 

  • Gender-sensitive approach towards the assigned tasks;

  • Professional fluency in Romanian, knowledge of Russian/English would be considered as an asset;

  • Ability to work in high-pressure environments; 

  • Strong written and oral communication skills.

  • Very dedicated to work undertaken;

  • Self-disciplined and responsible to deadlines;
  • Good PC skills, ability to use the Internet;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

 

Remuneration Package:

 

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
