WFP Sudan, one of the largest and complex operations for WFP globally,  is currently rolling out its five-year Country Strategic Plan (2019-2023), which aims to provide emergency assistance through a hybrid approach (Cash, food and vouchers), along with life-changing types of programmes (Nutrition, Resilience and School Feeding).

JOB PURPOSE

The Head of Kosti Field Office is to lead and manage WFP operations in White Nile State in Sudan, to ensure the effective and efficient management of human and financial resources and delivery of WFP programs and activities and also to manage more than 45,000 metric ton capacity of warehouse and serve as one of the strategic storage locations both for While Nile State and South Sudan operation. A large emphasis is placed upon building and maintaining relationships with local governments, UN agencies, donors and other partners in the area to reinforce WFP's visibility.

The position is for 11 months on a consultancy basis.

ACCOUNTABILITIES AND RESPONSIBILITIES

  • Contribute to the development and implementation of procedures for programme and logistics field operations, ensuring that objectives are achieved in compliance with country and functional strategies, policies and plans and manage overall logistics and supply chain activities including the cross-border logistics operation from Sudan to South Sudan.
  • Plan and lead on the implementation of innovative logistics operations, initiatives and programs and hold to ensure timely, efficient and cost-effective supply of direct or indirect food assistance.  
  • Coordinate logistics, port operation, fleet and warehouse management support services in the assignment area and provide the necessary support to prepare contracts and supplier payments at Country Office level. 
  • Provide technical advice and guidance to WFP staff, partners and governments, building capacity to connect to markets, manage food systems and deliver food assistance to those in need.
  • Identify and build productive relationships and partnerships with counterparts in UN agencies, NGOs, governments and the private sector to share knowledge and resources and ensure coordinated delivery of food assistance.
  • Contribute to preparedness actions, prepare CO Logistics Capacity Assessment (LCA), provide technical recommendations and guidance and monitor the management of specific logistics risks to enable WFP to quickly respond and deploy food and resources at the onset of the crisis.
  • Effectively manage the Field Office to ensure transparent and efficient people management and the continued development of a cohesive and high-performing team, including the management of WFP fuel, fleet and mechanical workshop in Kosti.
  • Ensure efficient use of financial resources for the achievement of set objectives.
  • Hold accountability for the security of WFP staff, operations, premises and assets in the Field Office to ensure that WFP security and safety standards are locally set and followed. Actively participate and contribute to the Area Security Management Team (ASMT).
  • Hold accountability for close collaboration with governments and other partners in identifying where assistance can be usefully employed at the local level and ensure the provision of support and technical expertise for the planning, formulation and implementation of food assistance programmes, including advice on the context-specific transfer modalities (food, cash or vouchers).
  • Hold accountability for timely monitoring and evaluation activities and for accurate and comprehensive analysis and reports on WFP operations and performance to inform operational planning and decisions.
  • Engage with beneficiaries, and inspect storage places and points where WFP commodities are received in order to ensure compliance with WFP policies and that progress is made in the achievement of project objectives.
  • Provide any other support to the operation as required.  

QUALIFICATIONS & EXPERIENCE REQUIRED

Education: Advanced University degree in Business Administration, Supply Chain Management, Economics, International Development, Social Sciences or other related field.
Work Experience: Minimum five years of relevant professional work experience
Experience in managing a small team
Previous experience with UN or other Humanitarian organization
Language: International Professional Fluency (level C) in English language. Knowledge of Arabic is considered an advantage
