Desired Candidate Profile
This position is focused on Complementary Pathways. As resettlement remains a difficult to access protection tool due to globally limited available resettlement quota, UNHCR Iraq has been expanding access to Complementary Pathways for refugees and asylum-seekers based in Iraq. In order to mainstream Complementary Pathways activities in Iraq, it is crucial that an organized, structured and documented approach is developed. An operational strategy, SOPs and communication tools have been designed, as well as mapping of available pathways. Strong advocacy, in line with the operation’s overall protection strategy, will have to be developed in order to engage with various actors involved in Complementary Pathways. This will be conducted in close coordination with MENA Protection Service at the Regional Bureau.
The incumbent will be part of the Resettlement & Complementary Pathways team, based in the Coordination Unit in Erbil and providing Resettlement and Complementary Pathways services across Iraq. The team consists of national and international staff and is supervised by the Resettlement & Complementary Pathways Officer. The Complementary Pathways sub-team consists of this incumbent and a national staff (G6). The incumbent will be supervising the national colleague. In addition to the resettlement team, the incumbent will also be having regular interaction with the field teams across Iraq, s/he will be working closely with a number of colleagues in child protection, livelihoods, and education sectors, who will additionally be working on various aspects of Complementary Pathways responsibilities within the Office.
The position requires:
In-depth knowledge of, and experience managing and expanding a Complementary Pathways program is required.
In-depth Knowledge of the different Complementary Pathways, including labour mobility, third country education, humanitarian admissions, sponsorships and family reunification as well as knowledge of requirements for access to pathways is required.
Experience conducting advocacy with states to lift barriers on access to Complementary Pathways and experience conducting advocacy with countries on individual cases is required.
In-depth understanding of internal UNHCR systems and working experience in various areas such as Resettlement, RSD, and protection is required.
Knowledge of and/or preparedness to become familiar with and abide by UNHCR’s principles, code of conduct and humanitarian goals;
Knowledge of the international legal framework governing refugees, asylum seekers, internally displaced and statelessness persons;
Strong understanding of international refugee law, international human rights law, international humanitarian law, and international criminal law are a must;
Working experience in international refugee law, in counseling refugees/asylum-seekers, and in individual case management are required;
Knowledge of UNHCR guidelines on complementary pathways, refugee status determination / resettlement; Best interest Assessment/Determination.
Knowledge related to various complementary pathway opportunities, criteria, identification and application processes;
Experience of drafting Standard Operating Procedures (SOPs) and/or developing strategy and/or developing/drafting advocacy documents;
Cross-cultural and gender sensitive interviewing experience;
Awareness of the importance of data protection, preventing fraud and ways to mitigating risks;
Knowledge of or willingness to become familiar with methods for identifying individual refugees or refugee populations for complementary pathways.
Ability to work with databases (or rapidly learn it), other computer/technological equipment and be able to work well with other colleagues in the Protection Unit and in teams;
Ability to support with capacity building of national colleagues and partners on Complementary Pathways and related themes;
Excellent written and spoken English, including proven drafting and editing skills.

The incumbent of this position will:
- Support UNHCR Iraq to facilitate and improve access to complementary pathways for refugees together with resettlement, livelihoods, education and protection colleagues;
- Research and map various CPs opportunities available to refugees in Iraq, including through focus group discussions with refugees on existing pathways and the obstacles in accessing them;
- Mainstream CPs activities within the operation including through the development and roll out of an operational strategy, SOPs as well as reporting on CPs activities;
- Provide ongoing training to UNHCR relevant units/colleagues and partner organizations on CPs and UNHCR’s role in facilitating CPs;
- Ensure that persons of concern have access to information and accurate messages on CPs and explore innovative ways to design information sharing tools together with refugees. This will include further expanding the help.unhcr.org/iraq website, streamlining key CPs messages on existing One Helpline (IIC) and explore other avenues such as MyUNHCR to streamline certain CPs applications;
- Work together with Communication with Communities (CWC) team to develop a communications strategy that balances recourses and manages expectations of POCs.
- Engage with partners who are or have the potential facilitate the admission of refugees through CPs and work to address barriers to access specific to refugees (e.g. related to documentation, access to embassies, etc.);
- Work specifically on finding solutions for barriers for POCs in KRI in travelling to Embassy interviews in Baghdad;
- Engage in the IRAP family reunification project, work on developing the referral system together with IRAP counterparts, and refer cases to IRAP based on the need.
- Engage with Talent Beyond Boundaries (TBB) to expand labour mobility pathways and identify candidates for labour mobility opportunities.
- Engage with Duolingo (Iraq is a pilot program in the education counsellor project) and other partners such as WUSC, LUISS and others to expand third country education pathways out of Iraq.
- Monitor and advise on integrity issues, and data protection safeguards related to CPs as necessary;
- Work with relevant colleagues to strengthen data on refugees’ skills, and develop advocacy materials highlighting the contributions that refugees in Jordan could make through CPs;
- Coordinate and closely follow-up on case management of cases under CPs consideration where UNHCR intervention is required;
- Respond to and follow up on inquiries from advocates and other stakeholders, liaise with other UNHCR country offices to assist refugees seeking family reunification;
- Liaise and follow-up with the Education Unit on 3rd country scholarship as well as support to create a body of advocacy to engage 3rd country scholarship programmes;
- Update ProGres V4 on CPs referrals and departures; and
- Maintain accurate statistics as well as up-to-date records on individual cases considered under complementary Pathways and assist in the preparation of reports.
Living and Working Conditions:
Erbil is a C category duty station. Eight weeks R&R cycle applies for international staff assigned in Erbil. Staff members are residing in the individual residential apartments inside the security cleared hotels or complexes. UNHCR shuttle service is available for the staff member to commute to and from the office during working days. For private movements, staff members can use only UNDSS cleared taxi companies.
UN Clinic is available within the UN compound in Erbil with physician and nurse. In addition, there are available hospital and health centers with English-speaking staff. Food and other commodities are widely available in the local shops and markets, including international products. Banking facilities and services are not easily accessible, therefore, cash is the main means of settlement of various bills. Both local currency (Iraqi Dinar referred to as IQD) and USD are equally accepted for any payments. Several international airlines operate daily flights from Erbil International Airport to a number of large international airports in Europe as well as Middle East.
