Senior Diversity, Equity and Inclusion Officer

Organizational Setting and Work Relationships
The Senior Diversity, Equity and Inclusion Officer reports to the Chief of Diversity, Equity and Inclusion Section and is responsible for providing leadership and expert advice in the development and delivery of workplace strategies, programmes, learning support and tools to accelerate the creation of a more inclusive, diverse and gender equitable global workforce. The role is set within the context of transformational change in the Organisation and has a key role to play in ensuring that principles and practices of inclusion, diversity, and gender equity are embedded in the management of the workforce in a decentralised, regionalised structure.

Core responsibilities of the incumbent include: providing expert advice, conducting studies and outreach, leading working groups, and developing recommendations and evidence-based findings on inclusion and diversity practices in order to provide support to managers and the overall Organization. The incumbent works collaboratively with the Division of Human Resources and other stakeholders including but not limited to the Ethics Office, the Change Management Team and the Innovation Service. S/he represents UNHCR in various internal and external inclusion and diversity fora as well as collaborates on internal and external communication concerning the UNHCR workforce.

They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
- Support the implementation of the policy on Diversity, Equity and Inclusion, develop frameworks, strategies, tools, learning programs and activities for fostering inclusion, gender parity, and greater diversity in the workplace.
- Engage and work with the supervisor on UNHCR's policy on Inclusion and Diversity and develop and update to the Inclusion, Diversity and Gender Equity strategy ensuring alignment with the Global Strategic Priorities, HR Transformation, Decentralization, and the People Strategy; assist in monitoring implementation of the policy and recommend approaches, response, and ways forward for the service
- Collaborate and assist the supervisor, to maintain strategic oversight of organizational priorities in the areas of inclusion, diversity, and gender equity and work with management to design appropriate interventions to achieve them throughout the workforce.
- Develop and contribute to implementation of the Disability Inclusion strategy and workplan, the Gender Parity strategy and UNSWAP reporting.
- Work collaboratively with other change agents across the Organisation to shape and influence the transformational shift to working environments that are respectful, safe (from sexual exploitation and abuse (SEA), sexual harassment (SH) and harassment and bullying), collaborative, innovative, inclusive and accountable; including the Change Management Team, the Office for PSEA and SH, Innovation Service, Ethics Office, and Division of Human Resources (DHR).
- Partner with senior colleagues in DHR to mainstream and embed inclusion and diversity into HR policies and practices to support inclusive leadership of an engaged global workforce. Support the implementation of the People Strategy and HR strategic priorities.
- Design, develop, deliver, collaborate on, and coordinate learning and development projects to strengthen inclusion, diversity and gender equity in the workplace, with specific focus on equitable hiring, retention and promotion of a diverse workforce.
- Partner with internal and external communications teams to develop, influence and ensure consistent messaging and regular organization-wide communication on Inclusion and Diversity.
- Build and maintain relationships internal and external to the United Nations to identify areas for potential collaboration and to maintain oversight of developments and actions in terms of inclusion and diversity. Maintain contact and close cooperation with other UN agencies and represent UNHCR in the working groups/task forces within country/regional and UN inter-agency mechanisms.
- Coordinate, collaborate across DHR services, support and organize workforce outreach on inclusion and diversity to include designing survey tools, interviews, and consultation with staff and support to the global workforce survey. Recommend ways forward based on HR transformation and employee life cycle to foster inclusive practices. Report on and present findings.

Nature of Position:

UNHCR progresses along the journey towards inclusion.  The DEI Section is part of DHR and has a broad remit.The DEI Section is accountable for developing, implementing, monitoring, and reporting on the organization’s strategy for workforce diversity, equity, and inclusion. The DEI Section’s work focuses on fostering inclusive, trust-based, enabling, and empowering working environments across the organization and over four key strategic areas: culture and belonging; capacity-building; recruitment, retention, and progression; and accountability.  The section addresses workforce-related issues involving race, gender including LGBTIQ+ and age, and disability; DEI strategy includes implementation plans for race equality, gender parity, disability inclusion, and LGBTQI+. Through the Chief of Section, the team engages with the whole organization and with senior leaders.

Living and Working Conditions:

Geneva is a HQ duty station offering high standard living conditions with a relatively high cost of living. With the exception of nationals of the European Union (EU), the European Free Trade Association (EFTA), Brunei Darussalam, Japan, Malaysia, New Zealand, the Principality of Andorra, San Martin, Singapore and Vatican, nationals from other countries are subject to the visa requirement for taking up employment.  In the absence of a Swiss long stay entry visa, the Swiss mission cannot issue a Carte de légitimation (equivalent to a work and residency permit). The same rule applies to family members who, depending on their nationalities, must enter Switzerland with a visa for family reunion purposes. Identifying accommodation will be a priority before arriving at the duty station. Staff members assigned to Geneva have also been granted the opportunity to reside in neighbouring France on the understanding that the preconditions to acquiring a French residency permit are respected. Medical care is up to international standards. Under the Swiss Federal Health Insurance Act health insurance coverage is compulsory for all persons domiciled in Switzerland within three months of taking up residence or being born in the country. International staff members and their family members holding a Carte de légitimation or an attestation delivered by the Swiss Federal Department of Foreign Affairs are exempt from this compulsory insurance provided that they are covered by another health insurance scheme (i.e. UNSMIS).   

 

With regard to educational facilities in the Geneva area, international schools (La Grande Boissière, Châtaigneraie and Pregny) have difficulties to find places for new admissions. It is therefore advisable to make requests for admission for children as early as possible.
