Standard Job Description

Senior Programme Officer Organizational Setting and Work Relationships The Senior Programme Officer may be based in HQ, field/regional bureau, typically reporting to and be guided by the Chief of Section/Deputy Director/Operations Manager and may supervise a small team of local and international staff. He/she may refer to UNHCR's Programme Manual (Chapter IV), UNHCR's corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance. The Senior Programme Officer will provide strategic programmatic guidance and advice to senior management with regard to the implementation of country or Bureau level protection and solutions strategies within available resources. S/he will coordinate with the other sections/units within the Bureau and/or office(s) across the country/region to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. S/he will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCR's Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), corporate positions on SDGs. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties - Oversee a coherent approach in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning. - Provide guidance to office(s) on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities. - Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps. - Support the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions. - Ensure effective and results-based resource allocation in the planning processes and cost efficiency in the delivery of outputs. - Review and analyse plans, mid-year and year-end reports of UNHCR office(s), ensuring quality assurance and compliance with established policies, guidelines, procedures and standards. - Support the provision overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern. - Guide and provide directions to office(s) in operationalising new and emerging policies, strategies and partnerships, including in an inter-agency context, identifying opportunities and innovative solutions and ensuring compliance with existing standards. - Guide office(s) in managing a consultative process to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others. - Actively contribute to UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes. - Identify potential gaps and problems and in cooperation with other relevant sections recommend appropriate solutions to ensure the efficient implementation of programme activities - Develop comprehensive assistance programmes that compliment activities implemented from other operational partners. - Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues. Desired Candidate Profile

The incumbent of this position shall have extensive program management within the organization with negotiation skills with partners, including governmental partners in a complex coupled with many restrictions such Libya operation. The incumbent shall be able to prove to have a result and solutions-oriented approach in the implementations of Programs while working hand-in-hand with Protection and other stakeholders within the operation. Knowledge of the region, which is culturally sensitive with various restrictions, is a must for the incumbent of this position to deliver program services. Carrying out activities remotely and prioritizing live-saving program criticality is a necessary portfolio. The ability to strategize the program activities per the needs of the people served in Libya is a critical skill expected from the incumbent of this position. Being a senior member of operations, extension knowledge in leadership is another requirement for the incumbent.

Nature of Position:

Under the direct supervision of the Deputy Chief of Mission (Operations), the incumbent is expected to supervise directly three professional staff and normally supervises some support staff. S/he may receive indirect guidance from other sections and units relevant to the country programme(s). UNHCR Manual, programme objectives, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the Senior Programme Officer. S/he is also expected to stay abreast of the challenges posed to the country by the political context, the UN and humanitarian reform and institutional developments.

           

 Contacts are predominantly with persons on subject matters of importance to Organization's programmes (e.g. counterparts in other organizations or at working level in national Governments).

Responsibility

-           Through a consultative process and field visits, contribute to the development of strategies, methodologies, contingency plans that respond to new and emerging operational challenges for the country.

-           Ensure that global strategic priorities (GSP) and regional priorities as well as information on projected resource availability guide the planning parameters.

-           Develop the country operations plan for overall compliance with global strategic priorities and regional priorities as well as with annual programming/planning instructions.

-           Manage a consultative process to ensure a consistent application of the organization’s criteria and policies for the selection of implementing and operational partners.

-           Ensure quality programmes by promoting use of UNHCR’s corporate tools (e.g. COMPASS) to assess the technical soundness of the operation and generate data for evidence-based decisions at the country-level.

-           Assist in managing a transparent, consultative and responsible process for the approval of the country-level budgets and the allocation of resources.

Libya is a highly sensitive and complex emergency; candidate should have previous working experience in an emergency context operation. Moreover, experience in remote management/monitoring will also contribute to the incumbent’s preference. English language is essential while Arabic is desirable.

 Due to the complexity of the operation, including the remote management aspect and level of uncertainty and volatile situation. The incumbent is expected to have a strong leadership and proven management skills. Also, He/she is expected to have strong skills in monitoring implementation and managing complex partnerships. Advanced knowledge and experience in taking forward the age, gender and diversity strategy is needed. 

Living and Working Conditions

In Libya, UNHCR is currently working with limited number of international staff, traveling to Libya on rotational basis for a continuous period of about one and a half months, while it is maintaining a back-office in Tunis where some functional Units are located. UNHCR national staff is based and operates in Libya. In view of the volatile security situation, UNHCR international staff in Tripoli currently work and live in two different locations, with overnight accommodation at a designated UN compound. All movements for international staff in Libya, including from the compound to the office are restricted and permitted only in armoured vehicles.  In Tripoli, international staff are accommodated in designated compound sharing an apartment with one or two colleagues and moving the personal items during the period of R&R due to staff rotation and limited space available. The incumbent is also expected to demonstrate flexibility with regard to the lengthy and unpredictable visa process for Libya which may require ability to remotely manage the team in Libya from Tunis for prolonged periods.

The incumbent should be prepared to work under very challenging conditions and be able to manage stressful situations and cope well in an unpredictable environment.
