Standard Job Description

Senior Programme Officer Organizational Setting and Work Relationships The Senior Programme Officer may be based in HQ, field/regional bureau, typically reporting to and be guided by the Chief of Section/Deputy Director/Operations Manager and may supervise a small team of local and international staff. He/she may refer to UNHCR's Programme Manual (Chapter IV), UNHCR's corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance. The Senior Programme Officer will provide strategic programmatic guidance and advice to senior management with regard to the implementation of country or Bureau level protection and solutions strategies within available resources. S/he will coordinate with the other sections/units within the Bureau and/or office(s) across the country/region to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. S/he will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCR's Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), corporate positions on SDGs. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle. All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties - Oversee a coherent approach in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning. - Provide guidance to office(s) on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities. - Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps. - Support the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions. - Ensure effective and results-based resource allocation in the planning processes and cost efficiency in the delivery of outputs. - Review and analyse plans, mid-year and year-end reports of UNHCR office(s), ensuring quality assurance and compliance with established policies, guidelines, procedures and standards. - Support the provision overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern. - Guide and provide directions to office(s) in operationalising new and emerging policies, strategies and partnerships, including in an inter-agency context, identifying opportunities and innovative solutions and ensuring compliance with existing standards. - Guide office(s) in managing a consultative process to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others. - Actively contribute to UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes. - Identify potential gaps and problems and in cooperation with other relevant sections recommend appropriate solutions to ensure the efficient implementation of programme activities - Develop comprehensive assistance programmes that compliment activities implemented from other operational partners. - Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues. Desired Candidate Profile

The candidate should have a proven track record and good knowledge in programme related matter including analytic skills. She/he must have already worked in the programme at the same level (P4) or at least a good /experienced Programme Officer. She/he should be solution oriented and good coordination and management skills specially to know how to deal with partners including NGOs/authorities/UN partners and be familiar to work with UNHCR four pillars as well as the cluster system. She/he should have good writing skills of proposal and reporting to donors. She/he should be proactive and very committed and hard working as well as a good team player.

Nature of Position:

The Democratic Republic of Congo (DRC) hosts 529,000 refugees, including 213,331 Rwandan and 43.158 Burundian refugees in North and South Kivu (N/SK). The Country also hosts more than 5 million IDPs among whom nearly 4million live in N/SK. The majority of IDPS live in host communities.

Security situation in N/SK remains fragile due to the prevalence of armed groups and military operations. A State of Siege was declared on 6th May 2021 for North Kivu and Ituri Provinces to address the deterioration of the security situation. Civilian authorities and courts are now replaced by martial law actors. Regular protests take place and are expected to increase with the 2023 election period.

Humanitarian access is more and more restricted due to insecurity. Armed incidents including local and wider conflict and abductions by unchecked criminal elements. The whole region is subject to insecurity resulting in the loss of life, rape, the destruction of property and other violations.

The Senior Programme Officer will be based in Goma and will report to the Head of Sub Office. S/he has daily contact with the BO; oversight over the work of FO staff & liaison responsibilities with partners. The Senior Programme Officer should bring experience in :

' Developing and managing humanitarian projects and programmes including the allocation and management of resources.
' UNHCR Operations Management Cycle Knowledge and practical experience on Results Based-Management, including reporting and fundraising (the position supervises ER).

' Emergency/fast paced operation where the absorption of new funds occurs regularly throughout the year,
' Functional supervision of staff in remote offices, and management of several PPGs / Cost centres at the same time.
' Supporting the centrality of protection and PSEA in programming, and support to all technical sectors and local NGOs in their management of their budgets.
' Joint Needs Assessments and the principles of targeting, as well as adaption to directions taken through participatory assessments.

Living and Working Conditions:

Goma is the capital of North Kivu province, bordering Rwanda. It has an estimated population of 1 million. Despite the fact that Goma is an important gateway to eastern DR Congo, it remains isolated from other DRC cities due to poor road infrastructure. Boat transport is used extensively to commute with other towns bordering the Kivu lake (e.g., Bukavu). Staff reside in commercial accommodation available in town. The city sits on the Nyragongo volcano, which erupted in May 2021, an event which together with the earthquakes that followed the eruption forced the evacuation of a portion of the town, and a certain amount of disruption while the city re-established itself in the aftermath. The volcano remains active, and volcanologists report that larva has started to fill the crater again. The prior eruption was in 2002. Medical facilities in Goma are limited and equipped to deal with moderate medical cases. Evacuation opportunities are limited. However, air ambulance evacuation can be organized for life threatening emergencies during daytime. Candidates with conditions requiring regular treatment or medical supervision should be appropriately advised. The climate is classified as tropical wet and dry, although temperate as the city sits at altitude. There are banking facilities in Goma. There is an acceptable access to communication means, such as internet, telephone sim cards etc.

Despite all the security measures, UN staff remains at risk due to rampant and persistent criminality fuelled by economic hardship, ill-paid police and military personnel, and presence of armed groups. Staff members are exposed to house break-ins, ambushes, car-jacking, and violent crimes. Strict adherence to security measures will be advised to all staffs in order to preserve them from being victims of serious security incidents and enable a smooth and secure conduct of UN operations. A government-imposed curfew of 10pm is in place. Goma is currently a security level 3 duty station.

The presidential election scheduled for 2023 may generate significantly more tensions and protests in the country overall, particularly in the east in a context of a rise in the anti-UN sentiment, a difficult socio-economic situation and a number of inter-community tensions, compounded with a rise in violence caused by the resurgence of armed groups.

The currency is the Congolese Franc. The US dollar is also used. It may be impossible to exchange traveller¿s checks. Credit cards are usually accepted in major hotels and some supermarkets. It is recommended to open US Dollar bank accounts. In addition to French, there are four major spoken languages in DRC, namely Lingala, Kikongo, Tshiluba and Swahili.
