Senior Talent Learning and Development Officer
Organizational Setting and Work Relationships
The role of the Senior Talent Learning and Development Officer is to enable learning and development opportunities within UNHCR. In doing so the incumbent contributes towards building a positive UNHCR learning culture and meeting strategic workforce needs.
The incumbent leads the design, development and delivery of agile learning and development solutions, especially self-study materials and resources that can be used in the flow of work, as well as peer-to-peer activities such as mentoring and coaching.
The incumbent works with various entities across UNHCR including the GLDC, Bureaux, Divisions and HQ entities as well as external entities.
The incumbent normally reports to a P5 who will be responsible for learning and development.
The job will have direct supervisory responsibility.

- In collaboration with Bureaux and Divisional functional colleagues lead the co-ordination of the design and delivery of internal and external learning and development activities, and the development of resources that support functional workforce planning, positive career experiences, and performance management
- Lead the analysis of current and future talent challenges and trends within relevant Functions, and lead the development of appropriate learning and development solutions
- Lead the development of functional learning and development strategies and work plans
- Oversee the financial administration of activities under the area of responsibility
- Oversee the reparation of requests for proposals for goods and services (inc consultancy) and maintain efficient administrative control mechanisms to ensure compliance with UNHCR financial, administrative, and staff rules and regulations.
- Support and monitor staff, affiliates and external providers/partners in order to maintain quality and relevance of activities, content and materials.
- Oversee reporting as well as follow-up on coordination and promotion of activities, the preparation of regular and ad hoc reports, and compilation of data as required.
- Supervise staff / consultants / interns as required and applicable

Relevant Job Experience
9 years of relevant professional work experience in the area of human resources management, business or public administration and organizational management. 9 years of demonstrated work experience in one or more of the following areas: career development, change management, succession planning, talent identification, talent development and recruitment. Experience in rolling out and delivering capacity building initiatives. Excellent communication skills.
Strong organizational, strategic thinking and planning skills. High degree of organisational and cultural awareness and sensibility. Demonstrated interest in creative, innovation and change management. Team building and leadership skills.. Understanding of the UN Staff Rules and Regulations, staffing and overall organisational structure in the UN system.. Familiarity with data systems and analysis. Solid IT skills.

Desired Candidate Profile
The successful candidate will have experience in and an understanding of integrated talent management for a complex global human resources workforce; in particular, the candidate will be able to manage the design, development and delivery of learning resources and learning experiences that build human resources talent across several grades of the workforce. The successful candidate will be able to engage with senior HR and Bureaux leadership and HR colleagues of all grades. The candidate will be able to manage a team of primarily national colleagues.

Nature of Position:
As part of UNHCR’s people and talent management focus this position is located within the Global Learning and Development Centre (GLDC), a Service within the Division of Human Resources (DHR). The post is to head the People and Wellbeing Learning Unit (PWLU) which is situated within the GLDC’s Learning and Integrated Talent Experience Section (LITE).
The incumbent will lead the design and delivery of continuous learning solutions as a component of integrated talent management, and in doing so collaborate and align the work of the PWLU with the work of other GLDC Sections and Units – in particular the Management and Leadership Excellence Section (MLES), the Talent Development and Performance Section (TDPS) and the Regional People Development Unit. Further, the incumbent will collaborate with other DHR services including SWPS, ATMS, SHWS, and with functional colleagues in Divisions (especially DSPR, DRS, DER) and GDS (also DESS, ERM, and DIP when needed) and Bureaux and Operations.
The P4 Senior Talent Learning and Development Officer will manage the design, development and delivery of learning resources and experiences that will improve performance and meet strategic workforce needs of the People and Wellbeing functions. In doing this learning contributes to future proofing, developing and empowering the HR workforce.
This work involves internal (UNHCR) and external (partners) learning resources and experiences. In particular the incumbent will oversee the development of resources that can be inserted into mobile devices eg. videos, checklists, case studies, interactive materials; and experiences including peer learning (eg. mentoring, shadowing) simulations, role plays, expert speaker sessions, as well as enabling opportunities for colleagues to curate their own content especially that from partnering platforms and resources.
As well in collaboration with GLDC TDPS, the incumbent will oversee the Unit’s collaboration with the Regional People Development Unit in the support of regional and operational learning, as well as work with TDPS to improve the career experiences of DHR colleagues.
The incumbent will establish strong linkages with subject matter experts within UNHCR, especially DHR eg. HR Business Partners and psycho-social colleagues, as well as partners from other UN agencies, non-governmental agencies and for profit entities as necessary.
It is essential for position that the incumbent has previous experience within a Human Resource Management function.
The post will report to the Chief Learning Officer who is the Chief of LITE.
The job will have direct supervisory responsibility.
