Building on Gavi 5.0 strategy with the focus on ensuring differentiation and standardisation, the Programme Manager will support the Senior Manager, Partnership and Grants in the coordination, management, and analysis of multiple grants with a clear focus of ensuring that appropriate needs from countries are well coordinated and prioritised to access funding through Gavi funding streams. The Programme Manager will also play a critical role contributing to the overall oversight of different funding provided to countries, analysis of the impact of the funding and ensure inclusive partner diversification for optimal impact. Furthermore, the Programme Manager will play a significant role in ensuring effective tailored support on grants management is provided to the High Impact segment and ensure that quality technical assistance is contracted and provided according to country needs.

Additionally, the Programme Manager P&FA will work closely with the Senior Manager to ensure quality and timely analysis is done to inform management and decision making.  He/she will contribute to cross-team coordination to reduce misalignment and under quality assurance to enhance the quality of team inputs as well as outputs.
    
THE ROLE
•    Undertake proactive financial and programme analysis to ensure contribute to enhanced understanding and decision making;
•    Contribute to forward-planning, coordination and quality assurance to optimise the efficiency of PST inputs;
•    Ensure that quality financial and programme related data is available to input into high level briefs, presentations and other Gavi reports;
•    Support in performance monitoring to strengthen Gavi’s ability to articulate and assess its approach in ensuring value for money for its investments in partner organisations. 
Coordination and Quality Assurance across all PEF funding envelopes
•    Ensure effective adoption and reporting in conjunction with finance and other teams;
•    Contribute to the enhancement of partner accountability by ensuring analysis of partner performance, gaps and recommendation;
•    Review partner narrative reports and financial reports;
•    Coordinate the allocation of PEF Targeted Country Assistance (TCA) funding to Gavi partners including planning and performance management;
•    Undertake quality assurance checks to ensure that the core processes associated with PEF for allocated countries are well coordinated and implemented from end-to-end.

Programme Analysis
•    Prepare synthesis reports on TCA performance based on partner as well as secondary reports;
•    Map issues and challenges thematically as well as at the country level;
•    Coordinate partner and cross portfolio learning on progress, gaps, learnings and challenges and draw timely recommendations;
•    Prepare analysis of TCA, COVAX and CDS TA value–trends analysis for segments & fact sheets;
•    Identify best practices for sharing with CP, PPC & Board;
•    Contribute to hosting of PEF TCA Learning Events and practices that provides space and an environment for creating, discovering, capturing, and sharing lessons and good practices;
•    Coordinate and support independent evaluations of TCA and COVAX/CDS TA to draw lessons from partner support and influence new plans.

PEF Financial Analysis
•    Work closely with the financial reporting team to track and report on global envelopes;
•    Work closely with the financial reporting team to undertake forecasting exercises for Board and other high-level meetings;
•    Engage with relevant team to ensure Approval Requests (AR) are processed in a timely manner
•    Ensure that relevant master data is up to date;
•    Engage with relevant team to ensure the design and ongoing improvement is made to the PEF financial reporting in relevant Gavi financial platforms;
•    Work closely with Finance and Strategy on the design and execution of other relevant financial reporting;
•    Ensure proactive tracking and management of PEF funds.

Reporting: Programme and Financial
•    Contribute to the effective integration of PEF TCA and other models for value and impact;
•    Support innovations & cross portfolio engagements through PEF TCA;
•    Contribute to policy papers for PPC and Board;
•    Systematic financial and programmatic reporting for different audiences.

Coordination of Gavi teams in the PEF process
•    Support the preparation of Operational guidelines, process maps and other resources that allow for improved understanding of PST-PEF processes (for internal and external audiences);
•    Organise and participate in weekly cross-team meetings (including Finance, Procurement, Strategy) as required to ensure continued alignment and management of expectations.

Performance monitoring review and reporting of PEF TCA, CDS, FS and SFA Performance
•    Support with preparations and documentation for ongoing review and reflection meetings with partners on progress and performance (quarterly) in coordination with Country support teams (Fragile, high impact, core and standard countries);
•    Proactive identification, reporting and resolution/mitigation of issues and risks related to management and use of Gavi investments.

Supporting PST
•    Participate in all meetings/ workshops/ activities;
•    Resolve issues relevant to deliverable(s) as required. 

Corporate tasks
•    Systematic financial reporting for different audiences;
•    Coordinate internally for TA-related inputs on initiatives led by other Gavi teams;
•    Contribute to cross-secretariat initiatives and working groups.

•    Minimum five years of relevant work experience;
•    Experience in immunisation programmes or health systems a great asset;
•    Experience working in/with developing countries on technical assistance a great asset;
•    Some grant, project- and/or programme-management experience required, including in situations of considerable complexity, challenging environments and political sensitivity; and
•    Experience in bilateral and multilateral aid environments an asset.
