Background of the project

The Roadmap for the Sustainable and Responsible Financial Inclusion of Forcibly Displaced Persons (FDPs) was published by a key group of actors during the first Global Refugee Forum in December 2019. In order to disseminate and implement the Roadmap’s recommendations, a Network on Financial Inclusion of FDPs was established. Initially composed by the members of the multistakeholder alliance of partners that already supported the initiative, additional organisations interested in advancing this international discussion joined the network over the last years. The members constituted a Community of Practice (CoP) as virtual space to develop their activities. The Secretariat of this arena is led by International Rescue Committee (IRC).

Scope of work

To better reflect the landscape and policy changes in humanitarian aid and livelihoods between 2019 and today, the Network’s pilot action plan contemplates a review of the Roadmap. A contractor shall be hired to execute this function under the following terms:

Key tasks for the contractor:

1.       Review the text and applicability of the Roadmap to the Sustainable and Responsible Financial Inclusion of Forcibly Displaced Persons

2.       Provide suggestions for reviewing existing and adding new recommendations to the Roadmap, including suggested edits/alternative language to the text, in line with relevant policy updates and/or research conducted since the Roadmap was published. The overview should as relevant include suggested updates on the connections between financial inclusion of displaced persons and a) gender; b) climate change; and c) digitalization.

3.       The product should be written as a policy commentary following the structure of the Roadmap with suggestions for edits and new recommendations, with a justification for the suggested change. This will be used as a discussion paper for the CoP. Please observe the following specifications: min. 10 pages, max. 15 pages, Times New Roman, Ft 12, single spacing 

4.       Present the findings to the Roadmap’s Community of Practice, with accompanying visual materials (e.g., slide deck) in an all-members virtual meeting not later than 28 February 2023 (exact date to be confirmed in due time)

Focus points:

The contractor will work closely with IRC’s Senior Policy Officer – Economic Programmes, and with the Policy Officer on Financial Inclusion. Interactions with the Policy Director – Europe and the Senior Technical Director – Economic Recovery and Development might happen sporadically.

Deliverables:

·         Provide suggestions for reviewing existing and adding new recommendations to the Roadmap, including suggested edits/alternative language to the text, in line with relevant policy updates and/or research conducted since the Roadmap was published. The overview should as relevant include suggested updates on the connections between financial inclusion of displaced persons and a) gender; b) climate change; and c) digitalisation (min. 10 pages, max. 15 pages, Times New Roman, Ft 12, single spacing) - completion in 8 days

·         Present the findings to the Roadmap’s Community of Practice, with accompanying visual materials (e.g., slide deck) in an all-members virtual meeting not later than 28 February 2023 completion in 0.5 day
