Mission and objectives

El Sistema del Coordinador/a Residente garantiza la coordinación de todas las organizaciones de las Naciones Unidas que se ocupan de las actividades operacionales para el desarrollo a nivel de país, independientemente de la naturaleza de su presencia en el país. Abarca el/la Coordinador/a Residente de las Naciones Unidas, el equipo de las Naciones Unidas en el país y la Oficina del/de la Coordinador/a Residente. El Sistema de Coordinadores/as Residentes se centra en el avance del desarrollo sostenible, sin dejar a nadie atrás, y con la erradicación de la pobreza en todas sus formas y dimensiones como un objetivo general, consistente con la naturaleza integrada de la Agenda 2030 para el Desarrollo Sostenible.

Context

Colombia was amongst the first countries to sign a new-generation Cooperation Framework with the Colombian government. The UN Sustainable Cooperation Framework (UNSDCF) 2020-2023 includes three development priorities: (1) Stabilization, Peace with Legality; (2) migration as a factor promoting development; and (3) Accelerating SDG. The UN also provides humanitarian assistance together with civil society partners coordinated through the Country Humanitarian Team and the Mixed Migration Flow Interagency Group (local chapter of the R4V platform). In 2022, the United Nations will maintain support to UNSDCF priorities, factoring the post-COVID-19 social and economic impacts and recovery context – particularly to the most vulnerable population groups - the transition to a new national government and congress, progress made and emerging challenges in the implementation of the Peace Agreement, and addressing unresolved structural development challenges that may be preventing progress to achieve SDGs. As part of its strategic priorities, the UNCT and the RC are looking to promote three crosscutting areas of work that will enhance its programming priorities: · Revamp its cross-pillar work and reinforce the human rights approach particularly related to enhanced social dialogue and sustaining peace. · Develop and implement a strategy on financing for development and engagement with the private sector. · Develop a new model for comprehensive support to local/territorial development.

Task description

Under the overall supervision of the United Nations Resident Coordinator and direct supervision of the Team Leader for the Resident Coordinators Office, the UN Volunteer will provide support to the United Nations Country Team in Colombia to act with greater coherence and achieve stronger impact of its sustainable development cooperation, with thematic focus on local/territorial cross-pillar (humanitarian, peace and development) coordination and implementation of improved local/territorial development models supported by the UNCT. 1) Supports coordination activities of the RC to ensure improved UNSDCF implementation and impact of the UN System at the local level. · Support the RC in the coordination of the UN System at local/territorial level, including preparation of peace/development coordination sessions of the Local Coordination Team to support improved local/territorial development models. · Liaises and coordinated with humanitarian coordination officers (OCHA, UNHCR and OIM) to prepare and implement the working plan of the Local Coordination Team. · Liaises with RCO staff and Results Group leaders to prepare two-way information and analysis sessions and processes to improve UNSDCF implementation and impact locally. 2) Supports comprehensive cross-pillar analysis of local context and UNSDCF implementation · Support the RCO in the efforts to coordinate and implement new joint analysis processes between humanitarian, development and peace actors. · Periodically feeds into efforts by the RCO to update its CCA and monitoring of the implementation of the UNSDCF from a local/territorial perspective. · Provides regular briefs to the RC and the RCO and Results Groups identifying emerging risks and opportunities tied to improved local/territorial development models that need to be considered to improve impact in USDCF implementation. 3) Supports efforts to consolidate local partnerships and improve joint communication/advocacy of the UNCT at the local/territorial level. · Liaises with key stakeholders from the private sector, academia and civil society and briefs the RC, RCO and relevant Results/Working groups on opportunities for partnerships to advance UNSDCF objectives and improved local/territorial development models. · Liaises with RCOs partnerships officer and the Working Group on Financing for Development on how to implement this agenda locally and identifies opportunities to leverage seed funding. · Works with UNCT agencies, funds and programs locally to strengthen partnerships that enhance implementation and impact of the UNSDCF at the territorial level. · Liaises with Local Coordination Team, the RCO and the UNDG to identify opportunities for joint communication and advocacy activities and coordinate their implementation as required. 4) Supports efforts by UNCT agencies, funds and programs to achieve operational efficiencies at the local/territorial level. · Liaises with local operations/administrative officer of UNCT agencies, funds and programs to identify possible opportunities and obstacles in the implementation of the efficiency agenda at the local/territorial level. · Provides regular briefings to the RCO and OMT on how the efficiencies agenda can be implemented locally.
