Mission and objectives

UNICEF is mandated by the United Nations General Assembly to advocate for the protection of children's rights, to help meet their basic needs and to expand their opportunities to reach their full potential.

Context

The UNV will be part of the Child Protection section with consist of about 15 staff in Kampala, and 7 staff in the three zonal offices. Under the supervision of the Chief Child Protection, there are three outputs managed by an output manager: 1. Enabling environment. 2. Prevention and 3. Response/services. Across these three outputs, we have Emergency and Birth registration integrated across the 3 outputs. The UNV will be part of the response team supporting the work on justice for children, social service workforce strengthening and case management. The UNV will work closely together with the different focal points within the response team to implement and follow up on activities on justice for children, case management service provision and capacity building efforts. Quarterly field visits will be necessary to follow up on activities in the field and support the colleagues at the zonal offices in the implementation of the response activities.

Task description

Under the direct supervision of the Child Protection Specialist managing the response team, the UN Volunteer will undertake the following tasks: 1. Supporting Programme Development, Planning, and Implementation • Contribute to Situation Analysis for the child protection sector for development, design and management of child protection systems strengthening programs in Uganda, especially related to justice for children, case management and social welfare workforce strengthening to identify critical programme intervention points, identify measures, prepare programme work plans, make recommendations, and prepare reports. • Contribute to the development of child protection program goals, objectives and strategies and results-based planning (RBM) through research, collection, analysis and reporting of child protection issues, including social welfare, justice for children, and case management. • Provide technical and operational support throughout all stages of programming processes and prepare required documentation to facilitate programme review and approval 2. Technical & Operational Support to Programme Implementation • Undertake field visits to monitor and assess programme implementation and decide on required corrective action • Provide technical and operational support to all external partners on UNICEF's policies and strategies to support efficient programme implementation • Support the development of contextualized case management tools and guidelines • Support field offices, Government, District local governments, the Uganda Child Helpline and local NGOs with the coordination of the provision of case management services • Support the implementation and development of action on Justice for Children and access to justice with the Judice sector • Support the capacity building efforts of the Social Service Workforce Strengthening 3. Innovation, knowledge management and capacity building • Identify, capture, synthesize and share lessons learned for knowledge development and to build the capacity of stakeholders • Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable program results • Research and report on best practices for development planning of knowledge products and systems, including on the inclusion of refugee and other emergency affected children in government protection system strengthening interventions • Participate as resource person in capacity building initiatives to enhance the competencies of clients/stakeholders on child protection
