1. Project Background

The Multilateral Cooperation Center for Development Finance (MCDF) is a multilateral platform to increase high-quality infrastructure and connectivity investments in developing countries in compliance with International Financial Institution (IFI) standards, including by encouraging other investors and financial institutions to adopt such standards. MCDF’s activities include information sharing, building capacity and project preparation. MCDF comprises: a Collaboration Platform, overseen and directed by the Coordination Committee, to promote communication and collaboration between partner governments, IFIs and emerging market investors about standards and best practices, and infrastructure pipelines; a Finance Facility, overseen and directed by the Governing Committee, to support grants to activities of the MCDF; a Secretariat to support the day-to-day operations of MCDF; and an Administrator to provide other, mainly financial, services to MCDF. The Asian Infrastructure Investment Bank (AIIB) serves as the Administrator of MCDF and host of the Secretariat with effect from June 30, 2020. The Secretariat is administratively established by, but functionally independent from, AIIB.

2. Objectives of the Assignment

To manage the delivery of high-quality knowledge products for MCDF's Collaboration Platform, and deliver a range of other requirements as needed, such as development of partnership management tools, maintenance of MCDF's website, knowledge-sharing events, and support to MCDF’s partnerships with peer organizations.

3. Scope of Services

The consultant will support the Secretariat’s Platform Team on knowledge products and other special projects, including partnership management tools, events, the website and MCDF’s partnerships with peer organizations.

4. Consultancy Output / Deliverables

• Project manage the delivery of high-quality knowledge products, including reports on events and new research studies. • Lead on the procurement and development of partnership managements tools including a contact management database. • Project manage and lead the delivery of selected MCDF events where needed, including identifying all preparatory and logistical elements needed for communications, virtual workshops, outreach, and events, including to preparation and execution of those elements. • Provide support to the Senior Communications Officer on MCDF’s communications needs, including maintenance of the MCDF Website. • Support the development and maintenance of MCDF’s partnerships with peer organizations. • Provide additional support to the Platform Team and the Secretariat as needed.

5. Implementation Arrangement

Work at the office of the MCDF Secretariat located in AIIB headquarters in Beijing.

6. Support to the Consultant by the Bank

The consultant will be managed and supported by the Head of the Platform Team, who will be available regularly for technical discussions with the consultant and will provide timely feedback to the consultant’s work.

7. Knowledge Transfer and Training

The Consultant will help to establish effective systems for planning and delivering knowledge products, and for the other areas of work they are engaged with.

Qualification Requirement

(1) Bachelor’s degree or above in a social science (e.g. economics, politics, public relations) or other relevant area from a reputable university. (2) Minimum 5 years of working experience in the delivery of knowledge products and reports to a professional standard, high-profile international events, and management of communications including websites. (3) Experience in the procurement of IT systems and familiar with the use of contact management databases (4) Able to work independently and thrive on bringing creativity and new thinking to the job. (5) Strong sense of teamwork and collaboration (6) Excellent cross-cultural interpersonal and negotiation skills with a proven track record (7) Excellent oral and written communication skills in English. Among candidates of equal suitability, preference will be given to those who are already based in China.
