Result of Service

The result of services is to support the Energy and Climate Branch and UNEP India Office in the implementation of the Cool Coalition and Global ABC workstreams in India on sustainable urban cooling and building materials. This will be through assisting with project activities of analytical, technical and administrative nature, including a) supporting administrative and organisational tasks (including the preparation of reporting material), b) undertaking research and supporting the development of knowledge products and tools, c) support the implementation of activities in the pilot cities, d) support awareness raising and communications activities, and e) support the development of funding proposals.

Duties and Responsibilities

The consultant is needed to perform tasks of a technical, organizational and analytical nature, as part of the Cities Unit of the Energy & Climate Branch, Economy Division, United Nations Environment Programme (UNEP). Specifically, a consultant is needed to technically support UNEP projects in India on sustainable cooling in cities and sustainable building materials which are being implemented under the UNEP Cool Coalition and Global Alliance for Buildings and Construction (Global ABC) respectively. The position will require significant liaison with UNEP Asia-Pacific Office. The consultant will based in New Delhi, India.

The Cool Coalition is a global multi-stakeholder network that connects a wide range of key actors from government, cities, international organizations, businesses, finance, academia, and civil society groups to facilitate knowledge exchange, advocacy and joint action towards a rapid global transition to efficient and climate-friendly cooling and heat resilience. The Secretariat of the Cool Coalition is based in UNEP.

The GlobalABC is a leading global platform bringing together stakeholders from countries, cities, civil society and private sector, working towards a zero emission, efficient, and resilient building and construction sector through (1) global advocacy; (2) tracking global progress and (3) enabling policy transformation and supporting countries based on their situation. GlobalABC has strongly contributed to mobilizing the sector’s key stakeholders and increasing commitments from governments and companies towards a zero emissions and resilient buildings and construction sector.

The consultant’s assignment is to provide technical expertise and organizational support to national and subnational implementation activities on sustainable urban cooling (urban design, passive cooling, nature, procurement, district cooling) and sustainable building material activities in India; support UNEP dialogue with Government of India, states and cities; engage partners and support coordination of subcontractors; development of knowledge products, tools, training material and communication pieces.

Qualifications/special skills

Education: Academic Advanced University degree (Masters or equivalent) in Energy Policy, Engineering, Economics, Environmental Sciences, Physics, or a similar discipline is preferable. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Professional Experience: A minimum of two years in a relevant field of work, preferably with a focus on energy, cities and the environment. Practical experience in multi-stakeholder project development, financing, partnership building, and administration, preferably within the sustainable energy context is desired. Experience in working with developing countries and the GEF, GCF and/or NAMA is an asset. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.

Special skills/knowledge: Has some knowledge of the building and cooling sector, policies and financial instruments, and some experience in energy project development in coordination with a large number of multi-stakeholders. Possesses strong analytical skills and the ability to proactively seek and identify relevant lessons and case studies. Demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; shows persistence and flexibility when faced with difficult problems or challenges; remains calm in stressful situations.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Knowledge of another UN language would be an advantage, particularly Hindi.
