Result of Service

A solid waste consultant is sought to provide expert assistance on landfill and landfill gas management in the country of Liberia. Focus of assistance will be to develop a pre-feasibility study to assess the potential recovery of landfill gas from the Whein Town landfill and the new Cheesemanburg landfill. The study will include an assessment of the current waste disposal site, Whein Town landfill, including its technical aspects (i.e., stormwater, leachate, and landfill management) and historical waste disposal sequence and quantities, and develop a conceptual design for a landfill gas management system. For the upcoming Cheesemanburg landfill, the study will review the technical and management specifications of the landfill (i.e., waste disposal sequence, compaction, stormwater management) and expected waste quantities to estimate the potential landfill gas recovery over the lifetime of the landfill. Likewise, the study will include a conceptual design for the landfill gas recovery and flaring system for the new landfill. Based on the estimation of potential landfill gas recovery and local conditions, the potential utilization of the landfill gas for each landfill will assessed.

Duties and Responsibilities

The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society.

The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone.

Liberia joined the Climate and Clean Air Coalition in 2014 to raise national awareness about the dangerous impacts of short-lived climate pollutants (SLCPs) and strengthen its SLCP mitigation activities. Represented by the Environment Protection Agency (EPA), the country recognizes the extent to which SLCP reductions contribute to national and global environmental sustainability.

EPA Liberia seeks to fully integrate SLCPs into the national climate change portfolio and support the development of national air quality regulation. The country has developed a national SLCP inventory and included methane mitigation in their Nationally Determined Contribution (more information here: https://www.ccacoalition.org/en/news/liberia-targets-short-lived-climate-pollutants-national-climate-commitments). To this end, Liberia is involved in the Coalition's Supporting National Planning (SNAP), HFC, Household Energy, and Waste Hubs.

LIberia has expressly reaffirmed their existing political will through EPA Liberia to address methane to meet its climate commitments. Liberia through its Environmental Protection Agency has requested expert assistance on landfill and landfill gas management.

The CCAC is therefore seeking a solid waste expert to strengthen the capacity of the Liberia’s EPA to mitigate methane emissions from two landfills in Liberia, including Whein Town landfill and Cheesemanburg landfill.

The Consultant will work in close collaboration with the CCAC Secretariat team and focal points at the EPA Liberia to develop a pre-feasibility study to assess the potential recovery of landfill gas from the Whein Town landfill and the new Cheesemanburg landfill.

Specific responsibilities:
1. Provide technical assistance to the country of Liberia by providing the necessary information to assess the potential recovery of landfill gas from the Whein Town landfill and Cheesemanburg landfill
2. This assistance includes providing the city with assessments of the Whein Town landfill and Cheesemanburg landfill, including their technical aspects (i.e.: operations, stormwater, leachate) and historical disposal sequence and quantities.
3. The assessments will serve to assess the potential recovery of the landfill gas from each landfill.
4. In turn, the LFG assessment will serve to assess the potential recovery of the landfill gas from each landfill.

Qualifications/special skills

• At least an undergraduate University degree in environment science, management and policy or related area.
• Ten or more years of experience in waste management, in particular landfills and open dumps and landfill gas management. Experience in working with municipalities and international organizations.
• A good understanding of short-lived climate pollutants, climate change and air pollution issues in Liberia is desirable¿¿
• Ability to work effectively with multiple stakeholder groups including national governments is required.¿
• Excellent communication skills (written and oral presentations) is required.¿
• Ability to work with advanced formulas in Excel spreadsheet.¿¿
• Knowledge of the methodologies for emissions inventories, particularly the IPCC Guidelines for National Greenhouse gases (GHG) Inventory of 2006, the AP-42 compilation of air emissions factors, and/or EMEP/EEA air pollutant emission inventory guidebook of 2019 and inventory of SLCP emissions

• Fluency in English (written and spoken) is essential.
