Duties and Responsibilities

The 10 Year Framework of Programmes on Sustainable Consumption and Production Patterns (10YFP), adopted by the UN General Assembly, is a key implementation mechanism for the 2030 Agenda on Sustainable Development and its SDG 12, of which it is an integral part. The United Nations Environment Programme (UNEP) serves as the Secretariat of the 10YFP, working closely with Member States and other stakeholders engaged in the One Planet network, its global programmes and initiatives (www.oneplanetnetwork.org) to support implementation of SCP policies, solutions and practices globally. Furthermore, the 10YFP Secretariat coordinates the implementation of the Global Strategy for SCP (2023-2030) approved by the 10YFP Board (UN General Assembly resolution), as a direct contribution to advancing the achievements of the Sustainable Development Goals and Multilateral Environmental Agreements (MEAs) on climate, biodiversity and pollution.

Monitoring progress in the implementation of the Global Strategy for SCP, measuring and communicating impacts against clear objectives and indicators is a key aspect of the 10YFP Secretariat’s Programme of Work, which aims at ensuring that “Progress achieved in global SCP implementation, including SDG12 and other SCP-relevant targets under the 2030 Agenda for Sustainable Development and MEAs, is documented and informs decisions of relevant intergovernmental processes”. It is also a requirement for the 10YFP Secretariat itself to demonstrate its effectiveness in meeting the targets established in its biennial results framework (2023-2024), as approved by the 10YFP Board, while demonstrating the relevance of its action to partners and donors. Providing reliable and relatable information, including with regards to sectoral trends, progress and impacts is indeed essential to inform political support, strategic decisions and investments across the international community.

In this context, the 10YFP Secretariat is looking for an Impact Monitoring and Visibility Expert (consultant) to 1) support the strengthening of its monitoring systems (indicators of success, data collection methodologies/tools and processes, online platforms), including through alignment with the Global Strategy for SCP and biennial results framework; 2) support specific data needs in the context of strategic activities and events, as well as create a “key facts and figures” depository on trends, progress and impacts (e.g. in the form of infographics, statistics, visuals) in areas of high interest to support the 10YFP Secretariat and One Planet Network partners in strategic implementation, communications and advocacy; 3) the consistent delivery of evidence-based, credible and influential reports on global trends and progress to intergovernmental bodies such as HLPF and UNEA, to internal processes under UNEP’s Medium-Term Strategy as well as to key donors, as per established agreements, using data collected by the 10YFP Secretariat and through the One Planet Network.
