Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for over 180 States in accordance with their safeguards agreements. The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. Safeguards activities are undertaken within a dynamic and technically complex environment including advanced nuclear fuel cycle facilities and complemented by the political and cultural diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions for the implementation of verification activities around the world; three Technical Divisions (Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services); and three Offices (the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services).

Within the Office of the Deputy Director General, Head of the Department of Safeguards, the Section for Safeguards Programme Coordination serves as the principal advisory body in support of the entire management of the Department including formulation and execution of departmental management policies and procedures. The Section provides internal coordination and support in the areas of programme and budget, human resources, performance monitoring, effectiveness evaluation, communication, reporting and project support.

Within the Department of Safeguards, the Office of Information and Communication Systems (SGIS) is the centre of competence for the specification, development and maintenance of Information and Communication Technology (ICT) systems and for the management of all ICT infrastructure and services to support safeguards. In partnership with other organizational entities, SGIS is responsible for planning and implementing an ICT strategy as well as enforcing ICT standards.

The Project Section provides ICT services to Safeguards Divisions and Member States. The Section serves multiple roles. It provides business analysis and information architecture services including integration of solutions developed in the IAEA and third-party solutions into the IT environment. It undertakes quality assurance and testing for all delivered products and provides project management services to the Division including contract management.

 

Main Purpose

 

Reporting to the Team Leader and the Section Head, the Senior Business Analyst ensures a results-oriented response to the Department's priorities as communicated by the Team Leader and the other Divisional management team members. He/she has primary responsibility for one or more multi-year large-scale Departmental wide projects involving ten or more project team members and is responsible for multiple smaller cross-cutting projects simultaneously.

 

Role

 

The Senior Business Analyst is\: (1) a substantive specialist, performing business analysis and managing challenging projects; (2) an adviser to the Team Leader, Section Head and other senior managers in the Department on business process, risk, change and system implementation issues; (3) a business analyst, working with clients/users to investigate, model and specify business functions, processes, information flows and data structures that will meet business requirements, using methodical and consistent techniques; and (4) a manager of products and projects, providing guidance, assistance and supervision of project team members and defining, planning and making business cases for projects to develop/implement business processes.

 

Functions / Key Results Expected

 

With guidance and support provided by the Team Leader, and in close collaboration with the relevant stakeholders, the Senior Business Analyst is expected to\:

• Implement new information systems, or enhancements of existing systems by\:
    - providing analysis of information processes and/or technical solutions;
    - developing project plans in a manner consistent with relevant policies and standards, with the Safeguards technical and information architecture, and with          the best practices as identified in PRINCE2 methodology;
    - managing risk, quality, budget and schedule using recognized project management (e.g. PRINCE2, PMI) controls.
• Contribute to change management and communication efforts required to successfully adopt new business processes and/or technical solutions, by creating communication and user training plans in the course of executing projects.
• Assume the leadership of large high-profile IT projects with a high impact on the effectiveness of the Agency, including, for some projects, defining and managing work packages for development teams.
• Serve as product manager for existing IAEA products and services, effectively collaborating with internal stakeholders and third-party providers.
• Collaborate with other staff in the Division in the implementation of policies and standards for the SG-wide information, project and portfolio management.

Qualifications, Experience and Language skills

 

  • An advanced university degree, preferably in Computer Science or Business Administration or a first level university degree, preferably in computer science or business administration plus an additional three years of relevant experience. 
  • Business Analysis certification (e.g. CBAP, CCBA, BCS or similar) or Project management certification in PMP or PRINCE2 are considered assets.
  • A minimum of seven years of working experience as a business analyst, project manager or both, in an information systems context; Of those, minimum of three years’ experience in high-visibility, cross-cutting activities sponsored by the senior executive management of a large, complex organization is preferred.
  • A minimum of one year product management experience.
  • Experience with all elements Software Development Lifecycle\: Eliciting and documenting business process flows, use cases, requirements, quality management plans, user acceptance testing, and end-user training;
  • Experience implementing solutions to enable information/knowledge sharing using portal technology;
  • Experience in business process reengineering\: Identifying opportunities for improvements, proposing new processes, and getting buy-in from stakeholders to implement,
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

 

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $75602 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 33567, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
