The Programme Policy Officer will be contracted for 11 months.

Job Purpose 

WFP Lebanon supports safety net programmes for the poorest Lebanese; namely, the National Poverty Targeting Programme (NPTP) and the Emergency Social Safety Net (ESSN) Project that target 75,000 and 147,000 extremely poor Lebanese households, respectively. WFP, apart from its role in managing the cash-based component of these interventions, and its continued advocacy with donors to ensure that sufficient funding is available to cater for the needs of the extreme poor, also extends technical assistance support to the Ministry of Social Affairs to enhance the Government’s ownership and management of the NPTP. This position will be focusing on three technical areas of this technical assistance portfolio: (1) Digitalization of the delivery of social safety nets; (2) Establishment of Grievance and Redress Information System (GRIS); and (3) Strengthening the M&E system for social safety nets managed by MOSA.
The person selected will lead on the establishment of a Beneficiary Data Management System (BDMS) for MOSA, which will primarily serve the NPTP before it grows into a fully-fledged system linked with other existing or future social assistance programmes managed by different governmental and non-governmental agencies. The incumbent will additionally oversee the development of GRIS which aims to provide a formal mechanism for receiving complaints and feedback from people of affected communities to ensure that they have a vehicle to voice out their concerns. Also, the incumbent will assist MoSA in developing and implementing an updated M&E strategy for the NPTP, in coordination with M&E unit in WFP Leb Co. 

 

Accountabilities: 
•    Lead on the development a Beneficiary Data Management System (BDMS) for MOSA, in close collaboration with TEC team in WFP.
•    Support, in close collaboration with TEC team, the establishment of a Grievance and Redress Information System (GRIS) at MoSA along with an embedded call centre.
•    Support the deployment of GRIS in decentralized Social Development Centres (SDCs) of MOSA. 
•    Oversee the work of the private firm that will be procured to operate the call centre for the NPTP at MOSA.
•    Lead on the development of a transition plan for MOSA to take over the operation of the GRM and the BDMS.
•    Coordinate with M&E unit at WFP on the development of M&E strategy and a logframe for the NPTP. 
•    Perform other tasks as requested. 


Minimum Qualifications:

 

Education: University degree in Economics, Business Administration, Social Sciences, Development Studies or other related fields.

Experience: At least 5 years of relevant work experience in the field of programme implementation/operation, system building and M&E in low- and middle-income countries is required. Experience in the Middle East, North Africa is required

Language: Working knowledge (proficiency/Level C) of English and Arabic is a must.
