OVERVIEW OF THE FUNCTIONS OF THE POST 1. BACKGROUND AND OBJECTIVE

United Nations Educational, Scientific and Cultural Organization (UNESCO) Myanmar is seeking to recruit an international consultant to support the development of teaching and learning materials for teacher development. The importance of teachers is well-recognized in the context of Sustainable Development Goal 4 on inclusive and equitable quality education for all.  In particular, it cannot be highlighted enough under the current political challenges that Myanmar has faced since February 2021. UNESCO has implemented the “Strengthening pre-service Teacher Education in Myanmar” (STEM) project. The first phase of the project was launched in July 2014 with support from the Government of Australia, the second phase in January 2017 with support from the Government of Finland, with the Governments of Australia and the United Kingdom providing further support to Phase 2 in April and September 2018 respectively. With Phase 2 ending in June 2020, STEM entered Phase 3 through 2023 under a multi-partner trust fund with the Government of Finland joining a basket fund..nd. The STEM project currently works in partnership with various technical partners to address critical issues in pre-service teacher education through technical and capacity-development support for the formulation of key teacher policy frameworks, the restructure and redesign of pre-service teacher education curriculum and programmes, and the strengthening of the institutional management of Education Degree College (ECs), including investment in Information and Communication Technology (ICT).  Initiatives have strengthened the capacity under national leadership for a range of products and processes to advance teacher education reform in Myanmar.

2. PURPOSE OF THE ASSIGNMENT

The Specialist will provide critical input to the curriculum development process through performing the following tasks:

3. DUTIES AND RESPONSIBILITIES

Supervisory arrangements:

Under the overall authority of the Director of the UNESCO Asia and Pacific Regional Bureau for Education, the direct supervision of the Head of Yangon Project Antenna Office, the individual specialist shall be responsible for the following:
Terms of Reference: 

3.1 Ensure the drafts of the textbooks and educator guides are of good quality, relevant to the Myanmar context and in line with international standards in close collaboration with a team of international and national experts through the organization of workshops and subject group meetings; 

3.2 Provide technical comments and critical advice to stakeholders on the textbooks and educator guides, including but not limited to the proposed learning activities and assessment methods, ensuring vertical and horizontal alignment and quality, as well as integration of inclusive education content and approaches across the subjects; 

3.3 Revise and finalise subject syllabi reflecting any changes in the drafts of the textbooks and educator guides; 

3.4 Provide technical guidance on and monitor the implementation of the piloting of the materials developed together with the project team and other international and national experts; 

3.5 Support the coordination of the translation, copy-editing/proofreading and layout design of the textbooks and educator guides, together with the project team and other contractors; 

3.6 Contribute to the design, development and delivery of necessary professional development modules based on the developed teaching and learning materials;  

3.7 Provide timely advice, coordinate, and collaborate with international and local specialists and the work team to ensure the planning, development and implementation process is as effective, efficient, and inclusive as possible. 

3.8 Contribute to achieving overall project management and monitoring through regular project team meetings. 

3.9 Plan and coordinate meetings with the donors, prepare and provide critical input and formulate technical and/or policy proposals, work plan and budget proposals and report on the project progress.

4.1 Monthly progress reports on the achievements and challenges encountered in delivering the outputs related to the work assignment by the end of each month. 

4.2 A final report summarizing the activities carried out, achievements, challenges and lessons learnt over the contract period to be completed by the end of the contract.

REQUIRED QUALIFICATIONS

Education
•    Advanced university degree (Master or equivalent) in education, international development, social sciences, humanities, or other relevant fields. 

Work Experience
•    Minimum 10 years of progressively responsible relevant professional experience, of which preferably 3 years acquired at the international level, in the field of education or education development;
•    Proven experience in programme and project management in the field of education; previous experience in teacher education reforms at the international level, would be desirable.

Skills/Competencies
•    Integrity, reliability, and strong sense of commitment and responsibility; 
•    Excellent project management, coordination and organizational skills; 
•    Excellent communication skills, both written and oral; 
•    Proven research, analytical and problem-solving skills; 
•    Proficiency in using common office ICT productivity tools and working knowledge of standard office software; 
•    Ability to work under pressure, manage heavy workload and meet tight deadlines, paying close attention to details and quality of work;  
•    Ability to work effectively both independently and in international multicultural teams;  
•    Ability to build and maintain stakeholder relationship and partnerships.  
Languages
•    Excellent knowledge of English (both written and spoken). 
 

8.DESIRABLE QUALIFICATIONS

Work Experience
Professional experience, in the field of education development, preferably relating to curriculum development, inclusive education, assessment, teaching and/or educational research;
•    Good knowledge of the Myanmar country context would be desirable;
•    Work experience with the UN or other inter-governmental organisations in relevant fields; 
•    Understanding of UNESCO’s mandate and work in the education sector; 
•    Good understanding of the key issues and trends in education and teacher development, particularly in the Asia-Pacific region;
•    Proven experience in regional coordination and technical assistance; 
•    Proven experience in donor and stakeholder relationship management; 
•    Experience in leading and guiding international teams;
•    Experience in preparing publications and reports;
•    Relevant experience in the Asia-Pacific at both regional and national levels. 

 Skills/Competencies
•    Familiarity with UN programming policies and procedures;  
•    Working knowledge of results-based and budget management tools;  
•    Good interpersonal, managerial and negotiation skills; 

Languages
•    Knowledge of another UN official language (Arabic, Chinese, French, Russian and Spanish).
