Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) is implementing the Project entitled “Building Resilience to Cope with Climate Change in Jordan (BRCCJ)”, The goal of the seven-year project is increased climate resilient sustainable development in the country. Towards this aim, the project combines infrastructure development and natural resources management with principles of local capital formation at the community level. The project will have three interrelated components, which will work synergistically to address key barriers and enhance the impact of project investments. The components are designed to deal with the lack of infrastructure, limited capacity of rural farming households and weak institutional capacity. They include (i) Component 1: Climate Resilient Water Systems; (ii) Component 2: Climate Change resilience for Enhanced Livelihoods and Food Security; and (iii) Component 3: Scaling-up climate adaptation. Coherently with identified lesson learned in Jordan as well as with the GCF Gender guidelines, the project builds on the idea of inclusion of women as change agents for climate adaptation.
The project will be executed jointly by FAO, UNDP, Ministry of Environment (MoE), Ministry of Agriculture (MoA) and Ministry of Water and Irrigation (MWI) indicating the strong collaborative and partnership approach which will be adopted during the implementation of the project. The project will capitalize on the strong experience and convening power that both FAO and UNDP have established in the country.
For the implementation of the Project, a project management unit (“PMU”) will be formed. The PMU will be responsible for day-to-day project management, providing human resources management, financial and procurement services, coordinate the Project activities, generate work plans and prepare reports. The PMU will be established within MoE and will report to the FAO.
Under the overall supervision of the Project Manager, under the technical guidance of the Regional Communication Officer, the Knowledge and Outreach Management Specialist will assume responsibility for planning, developing and implementing communication strategy and plans to promote BRCCJ Project.

Reporting Lines

The Knowledge, Communication and Outreach Management Specialist will be under the supervision and will report to the Project Manager (PM)

Knowledge management, communication, public relations, media, visibility, promotion and information dissemination

Tasks and responsibilities

• Develop a seven-year Communication, Knowledge, and Outreach Strategy for the Project.
• Develop annual Communication, Knowledge, and Outreach plans, which shall detail: (i) Communication and outreach principles (including visibility framework); (ii) Project Management Information System; (iii) Knowledge products storage; (iv) Media, including website, social media accounts, professional platforms; (v) Media products (human stories, newsletter, brochures, etc.).
• Be responsible for developing partnerships with Co-Executing Entities, NGOs, CBOs, private sector, and other implementing partners to disseminate information and create awareness about climate adaptation risks and opportunities, in close coordination with the respective Specialists in charge of components and/or activities.
• Elaborate further on all activities that revolve around communication, awareness raising, knowledge sharing, local engagement, training and other. In addition, support the PMU team in drafting sections of the TORs of service providers on communication, knowledge management products, outreach and awareness.
• Support in the development of relevant material including but not limited to factsheets, infographics, success stories and best practices, testimonials and story sharing,
• Develop and maintain contact information, material and relationships with media outlets (print, TV, radio, digital, other) within and outside Jordan to increase coverage of climate change and climate-resilient practices.
• Support Media Officer of FAO-JO in drafting regular articles and press releases about BRCCJ.
• Maintain strong relationships with national and local media through inviting representatives to join project site visits.
• Ensure coherence between BRCCJ and FAOJO respective communication and outreach efforts.
• Oversee the quality of the extension material produced by, and activity-based coverage entrusted to outsource expertise and service providers.
• Develop guidelines for documenting best practices and share with PMU Specialists.
• Ensure that visibility and branding requirements of GCF, FAO, and GOJ are met.
• Maintain BRCCJ webpage (under FAO-JO website) and social media (e.g., Facebook, Twitter, Blogs, and YouTube). Ensure daily monitoring, posting, content development, and audience feedback.
• Liaise with the Office of Communication (OCC) , to ensure compliance with OCC standards, appropriate review and clearance processes.

• Maintain a library of media coverage and archive all BRCCJ related communication materials, including digital (e.g., photos, audio-visual, publications, press releases, other).
• Organize events to promote BRCCJ climate adaptation goals.
• Support PMU specialists in, and oversee service providers when organizing workshops, seminars, campaigns, events
• Contribute to AWPB preparation and writing.
• Prepare monthly reports, including reporting on beneficiaries’ feedback and monitoring the impact of communication material and events organised through BRCCJ Project.
• Undertake any other relevant task, as required by the project manager.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in communications, public relations, social science or other related fields.
• (5) years of experience in the fields of planning, designing, managing and implementation of media and awareness campaigns preferably in the fields of agriculture, environment, water, rural development or other related fields.
• Working knowledge (level C) of English and Arabic.
