South East Asia Multi-Country Office (EAPMCO)

The South East Asia and Pacific Multi Country Office (EAPMCO) supports, develops and oversees the UNOPS portfolio of projects in South East Asia and the Pacific. EAPMCO was established in January 2023 following the merger of the Thailand Multi-Country Office, which covered 20 countries across  North East Asia, South East Asia and the Pacific, and the Cambodia Multi-Country Office, which covered 4 countries South East Asia - 3 countries in the Mekong Sub-region (Cambodia, Lao PDR and Vietnam) and the Philippines.  EAPMCO currently covers 24 countries across North East Asia, South East Asia and the Pacific. With its head office in Bangkok, the Multi-Country Office comprises nine business units: SEMCO Thailand, EAPMCO Indonesia,  EAPMCO Pacific Operations Cluster, EAPMCO Papua New Guinea, EAPMCO China, EAPMCO Vietnam, EAPMCO Lao PDR, EAPMCO Philippines and EAPMCO Cambodia.
In 2022, the UNOPS EAPMCO implemented projects worth more than USD 95.7 million, in the areas of Energy Transition, Digital Transformations, Sustainable Environmental Management, Climate Change, Waste Management, Rule of Law and Access to Justice, Water, Sanitation and Hygiene (WASH), Post Conflict Reintegration, Emergency Relief, Post COVID19 Economic Transformations, and Health, through HR, procurement, construction, contract management, fund and program management services.  

The Multi Country Office head office in Bangkok provides strategic direction, operational support, delivery oversight and assurance of the excellence of business processes and quality standards across all of the entire Multi Country Office locations. It is also responsible for developing, delivering and managing the portfolio of engagements in the country of the MCO location itself. 

Position Summary
Within the context of a newly (effective 1 January 2023) formed MCO with offices in Thailand, Indonesia, Papua new Guinea, Philippines, Laos and Cambodia and the two separate MCOs, the EAPMCO will be holding a senior management team retreat in Manila, Philippines during 20-22 February 2023 (2.5 days, half day on the last day). The overarching aim of the workshop is to optimize the leadership and management approaches and practices as well as the the governance and collaboration arrangements (effective collaboration among leaders) as to review and align strategic priorities and ambitions for the new MCO and its constituent business units (country and cluster plans) for the period 2023-2025.

The EAPMCO is thus looking for a senior and experienced individual to facilitate this important workshop. The facilitator will be responsible for designing the workshop, facilitating the workshop, preparing a workshop report and providing substantive recommendations on how to ensure successful implementation of the strategic plans and other activities agreed during the workshop. 

It is expected that up to 10 participants shall join the workshop and these participants include directors, heads of unit, country managers, etc.

Functional Responsibilities
Under the overall supervision of  the Head of Programme, EAPMCO, the Advisor will be responsible for the following:

Design and develop the workshop

  • Design the entire workshop, including the flow and methodology, in collaboration with the designated  EAPMCO focal points. 
  • Liaise with the EAPMCO workshop organizing team and other relevant stakeholders regarding the design and facilitation of the workshop
  • Advise on content to be included in slides and other materials to be compiled and/pr presented by the EAPMCO personnel
  • Design and prepare all relevant supporting materials for the sessions 
  • Present the workshop design proposal to EAPMCO organizing team prior to the dates of the event.

Facilitate the workshop

  • Lead and facilitate each day of the workshop in person (21 - 23 February 2023 - 2.5 days, half-day session on 23 February)
  • Work closely with the UNOPS resource (Rapporteur) to ensure the accurate documentation of workshop proceedings
  • Liaise with the organizing team in case there is need to make changes to the agreed schedules/agenda.
Reporting

  • Produce a workshop report detailing the proceedings and the key decisions with the support of the UNOPS resource (Rapporteur) 
  • Design a methodology for collating feedback from workshop participants during and after the event.

Note

  • Transportation (including flights if necessary) to and from the venue shall be provided by UNOPS
  • Accommodation and food shall be provided by UNOPS, and daily Subsistence Allowance shall be paid in accordance with the UNOPS travel policy.

Education/Experience/Language requirements

Education: 
  • Advanced University degree in Human Resources management, Business Administration, Social or Behavioral sciences, Education or any related fields.
  • Or a First University degree in related fields combined with 2 additional years of relevant experience. 

Experience: 
  • A minimum of seven (7) years of experience in facilitating workshops, trainings, seminars, high-level meetings or similar events.
  • Minimum two (2) years of experience in facilitating strategic planning workshop/meeting/training in/for international organizations, multi-national corporations or similar organizations is a strong asset.
  • Experience facilitating sessions attended by a diverse audience in terms of gender, education/professional background, ethnic/racial background, etc is required.
  • Experience facilitating workshops in English is required.

Language Requirements:

  • Fluency in English is required.
