The Swedish Civil Contingencies Agency (MSB) recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. We have great experience on working together and strengthening other organisations for example the UN and the EU in crisis, conflicts or other disasters.


MSB is opening our roster for Energy Experts interested in working with us on a Humanitarian Operations. When registered on the MSB roster you will continuously receive interesting international job opportunities and invitations to stimulating and valuable trainings and exercises. Prior a mission with us you need to conduct the MSB induction training.

A registration on our roster is initially for three years. After this period your registration will be evaluated and you may be offered an extended registration.
Deployed as an Energy Expert, the mission lenght normally is 2 - 6 months with a few weeks preparation prior to the mission. The MSB highly values the well-being of our staff and whilst on mission you will have access to health and safety support from the MSB 24 hours a day 7 days a week.

The MSB strives to apply gender equality in terms of recruitment to our roster.

Energy Experts are used either as seconded staff to the UN or in connection with MSB's Service Packages for Camps or permanent constructions. They are meant to make sure that the camp operates at high energy efficiency and uses good sustainable energy sources for its power needs. They must be able to do a proper energy audit/assessment of the camp/facility to assess the energy needs and to determine what solutions are possible in that location. If seconded to the UN they will design renewable energy solution (primarily solar PV), assist the UN entity in the procurement process and oversee the work of installing the energy sources. If it is MSB's camp then the MSB will do these calculations based on the reported findings of the Energy Expert and the Energy Expert will supervise the installations. In both cases, making sure the hand-over is done with proper training on using and maintaining the energy system.

Myndigheten för samhällsskydd och beredskap (MSB) arbetar dagligen med att stödja andra aktörer genom olika insatser runt om i världen och även i Sverige. Vi har stor erfarenhet av att samarbeta och stärka andra organisationer som exempelvis FN och EU i katastrof- och konfliktsituationer.

MSB öppnar nu resursbasen för Energiexperter som är intresserade av att delta i internationella insatser inom humanitärt bistånd. En registrering i resursbasen löper initialt över tre år och som registrerad erbjuds du under denna period delta i förberedande utbildning samt förväntas vara tillgänglig för insatser. Som energiexpert är det vanligt att insatserna varar i ca 2 - 6 månader.
Vi värderar vår insatspersonals välbefinnande högt och du kommer att ha tillgång till stödfunktioner inom hälsa och säkerhet från MSB dygnet runt när du är på insats.

MSB strävar efter en jämn könsbalans bland profilerna i vår resursbas.

Energiexperter används både som sekonderad personal till FN eller i samband med att MSB gör ett service paket för en kamp eller konstruktion av byggnader åt FN. De ska se till att kampen/byggnaderna drivs på ett energisnålt och effektivt vis och använder hållbara energikällor för sin drift. Energiexperten måste kunna göra en ordentlig energi granskning/bedömning av kampen/byggnaderna för att utvärdera energi behoven och vilka energilösningar som är möjliga på den platsen. Om direkt sekonderad till FN så kommer experten att designa en förnybar energikälla (primärt solpaneler), stötta FN med upphandlingsprocessen och överse installationen av energikällan. Om det är ett MSB Servicepaket så kommer MSB göra alla beräkningar baserat på vad energiexperten har rapporterat och energiexperten kommer sen övervaka installationen. I båda fallen kommer energiexperten att se till att en bra överlämning görs och att de som tar över får en bra utbildning på hur energisystemet ska skötas och underhållas.

As an Energy Expert you are expected to perform:

 Undertake a site survey/energy audit to identify energy needs for the field
locations (new as well as existing facilities) and define the scope of work and
specifications for energy supply projects.
 Check existing buildings to make sure they are energy efficient and suggest
corrections where needed. This also covers the energy efficiency of installed
appliances, in particular air conditioning equipment but also LED lights,
ventilation, office and ICT equipment etc.
 Calculate energy needs, calculate fuel usage, energy consumptions and CO2
emissions.
 If seconded to the UN: Designing and project planning of renewable energy
system installations, as well as presenting the business case for budget planning if
necessary. It may also include system detailed design for installation. Project
planning of solar panels where solar radiation is taken into account as well as the
energy usage rate 24/7. Check battery capacity as well as generator capacity if
used. Make sure that the energy/electrical systems used are compatible (panels,
batteries, grid power, generators).
 Have knowledge about the UN “Greening the Blue” initiative and use ISO 14001
standards.
 Undertake a risk assessment for lightning and propose appropriate solutions to
mitigate the risk of lightning strikes on people and equipment.
 If seconded to the UN: Follow applicable standards for installations and
maintenance. If MSB then we follow Swedish Law.
 Supervise and monitor the work of contractors installing the energy sources if
external contractors are used, making sure the work meets the operational needs
as well as the industry standards.
 Verification of electrical systems for installation of renewable energy systems.
Inspect energy equipment and recommend disposal as deemed necessary. Use
best practices to ensure maximal life of batteries, taking into account the
climate/environment that they will be used in.
 If seconded to the UN: Develop a list of prequalified service providers in the
energy sector including renewable energy technology and electrical installation
and service. If MSB then we already have companies that we work with so a list is
provided.
 Write reports and PM’s in English.
 Develop pedagogical teaching material for the maintenance of the energy sources
as well as for energy efficient use of facilities and equipment/appliances.
 Instruct the UN staff/local staff how to maintain the systems and on overall
energy efficiency and savings for the facility.

Experience

A minimum of 1 - 3 years’ experience within relevant area of expertise.

Knowledge of how to do energy assessments, project planning and budget, design and implementation of clean energy solutions. Must have good pedagogical abilities and be able to teach. Must be familiar with environmental ISO 14001 standards.

Experience form Humanitarian Assistance is an advantage.

Education

A Bachelor's degree in Electrical Engineering, Civil Engineering or other Engineering degrees with Energy, Environmental or ther relevant engineering skills. Other forms of training coupled with working experience in the field may be used in lieu of a formal Bachelor's degree. .

Languages

Fluency in English is essential, both spoken and written.

Knowledge of French, Arabic, Spanish or any other official UN languages is an asset.

Other requirements

We are looking for persons with a strong commitment towards humanitarian relief and disaster operations. It is of utmost priority that you understand, respect and act in the spirit of the mandate and core values of the MSB.

Before a registration on MSB's roster, you need to fill in a self-assessed health declaration. Once you are registered in the MSB roster you will need to participate in MSB's Induction course and Security training. You will also need to undergo a health examination before departing on a mission.

You must inform your regular employer of your potential assignment with the MSB.

• You must be able to interact with sensitivity and display respect for diversity and gender in multi-cultural environments.

• A capacity for working under pressure is essential, as work is often performed under difficult and demanding conditions, where the focus frequently shifts due to changes in priority.

• You must possess a high level of professional and personal maturity together with an ability to establish and maintain effective working relationships with colleagues, managers and external partners, such as UN organizations, NGOs, recipient governments and host populations.

•You are expected to have excellent analytical and communicative skills, show initiative and take both a hands-on and an analytical approach to tasks and problems.

The MSB roster contains a variety of professions and competences. A registration on our roster is initialy for three years. DURING THE COURSE YOU ARE OFFERED A SMALLER SALARY.

Working with MSB on international operations means that you are temporary employed by the MSB. MSB pays salaries and other benefit packages depending on the mission, including free return travel and access to health and safety support functions from MSB 24/7 during your mission.
