Terms of Reference

Under the direct supervision of the Statelessness Officer and Protection Unit of the UNHCR Representation to Kazakhstan, the Kyrgyz Republic, Turkmenistan and Uzbekistan the Contractor will effectively contribute to the implementation of the JDC project on mapping of statelessness through national population censuses in the region.

The activities carried out by the contractor will contribute to the following overall goals:

- Promote the eradication of statelessness at national and sub-regional level;
- Improve quantitative and qualitative data on statelessness;
- Support the mapping of statelessness through the national population censuses;
- Develop and implement Work Plans at national levels to support the capacity building of NSO to collect quality data, including on stateless population.

The contractor shall be responsible for the following specific tasks:

- Expert and implementation support, including administrative and programmatic action, for the following components:

• Component 1: Improved capacity of NSOs through regional expert-level roundtable on quality of census data; provisions of ICT equipment; census enumerators are capacitated to collect quality data through training and printing/translation of methodological/training materials; modernization of the census/NSO’s portals on statistical data;

• Component 2: Improved access to censuses for stateless people; Information campaign will be rolled out through video/audio and published materials to increase the awareness of the public, including stateless persons, and encourage their participation in the census.

- Ensure comprehensive planning, effective implementation and reporting on project activities;

- Proactive coordination with the UNHCR HQ / Bureau for Asia and the Pacific and country offices, JDC in Copenhagen, NSOs, and other relevant stakeholders (including government authorities, and when necessary, civil society organizations, academia, international organizations, stateless people).
