UNICEF’s Gender section is seeking a suitably qualified consultant to support the rollout of the development, execution and monitoring of its strategic field-oriented guidance, tools and initiatives and in support of implementation of the GAP 2022-2025. Using excellent research, analytical, management, and communication skills, the Consultant will be responsible for working with the ECARO and EAPRO Regional Gender Advisors and the UNICEF HQ Gender Section and its extended network.

BACKGROUND

Purpose of Activity/ Assignment:

UNICEF’s Gender section is seeking a suitably qualified consultant to support the rollout of the development, execution and monitoring of its strategic field-oriented guidance, tools and initiatives and in support of implementation of the GAP 2022-2025. Using excellent research, analytical, management, and communication skills, the Consultant will be responsible for working with the ECARO and EAPRO Regional Gender Advisors and the UNICEF HQ Gender Section and its extended network to undertake the following:

The specific purpose of the consultancy includes:

1. Project coordination, monitoring and reporting support for UNICEF’s implementation of the SI and other GAP related projects

  1. Establish an effective monitoring and evaluation system for the UNICEF component of the SI;
  2. Organize regular check-in/calls with Spotlight country and regional offices to monitor progress and provide support as needed
  3. Set up a system for compliance with donors’ agreements and reporting standards, in collaboration with PPD
  4. Provide programme management support for regular donor reports (financial and narrative) from UNICEF country and regional offices on the Spotlight Initiative
  5. Liaise with Division of Financial Management and Public Partnership Division to organize and oversee Spotlight financial grant management processes
  6. Ensure quality assurance of CO implementation and expenditure per agreed annual work plans
  7. Facilitate transparent financial management of the programme that is able to stand up to regular audits and evaluation
  8. Undertake other project management and coordination support to key strategic partnerships as needed.

2. Support the ECARO Gender Section in programme implementation, documentation, evidence-generation and monitoring with particular focus on the portfolio addressing positive gender norms and roles, including the Gender Responsive Parenting, Gender Stereotypes in Media and Marketing and Socialization.

    1. Contribute to and support the development and dissemination of products and materials including briefing notes, drafting reports, annual results reviews, research, concept notes, action plans, presentations, social media campaigns etc as required in the 2023 work plan.
    2. Develop good practice from countries in the region working to end harmful gender stereotypes and practices, building a regional compendium of what works to advance gender transformative results and norms at various levels.
    3. Contribute towards the project coordination of the gender and marketing mapping and rollout in Turkey CO and with other ECA country offices and B4R section at ECARO
    4. Provide coordination, technical support, knowledge sharing and oversight of the OKY Period Tracker App implementation in Ukraine and Kyrgyzstan and liaison with EAPRO OKY technical team
    5. Contribute to overall knowledge management on the GAP implementation in ECA region, working with Regional Gender Advisor as required to undertake analysis, develop concept papers and notes, updating CO gender profile data,  ensuring timely KM updates, support to GFP Teamsite

3. Support the gender analysis, research and M&E for the EAPRO Gender and Adolescent Section

  1. Create 1-page gender profiles for the EAPR country offices
  2. Contribute to and support the knowledge management function in the region as it relates to the GAP portfolio, and with the development and dissemination of products and materials including reports, research, concept notes, action plans, presentations, social media campaigns etc.
  3. Assist in the quality control and review of end-of-year country submissions
  4. Produce a gender priority document for the region
  5. Undertake research into country offices that are undertaking the Gender Programmatic Reviews

Scope of Work:

The overall focus of the consultancy is to support key gender initiatives in coordination with UN HQ, EAPRO and ECARO Gender Sections. This will be achieved by the following activities.

    1. High quality results-based project management of the Spotlight Initiative and other key GAP related projects
    2. Effective and timely monitoring and reporting of the Spotlight Initiative
    3. Systematic and efficient grant management system in place for UNICEF participation in SI
    4. Timely and high-quality support to the implementation of the portfolio in ECARO addressing positive gender norms and roles, Gender Responsive Parenting, Gender Stereotypes in Media and Marketing and Socialization initiatives.

Terms of Reference / Key Deliverables:

    • Deliverable 1: High quality results-based project management of the Spotlight Initiative and other GAP related projects (HQ) - 14 days
    • Deliverable 2: Effective and timely monitoring and reporting of the Spotlight Initiative (HQ)  - 15 days
    • Deliverable 3: Systematic and efficient financial management system in place for UNICEF participation in SI (HQ) - 15 days
    • Derivable 4: Develop good practice, research and analysis from countries in the region, documentation, and reporting on GAP implementation, building a regional compendium of what works to address transformative gender results and gender norms at various levels (ECARO) - 11 days
    • Derivable 5: Provide coordination, technical support, knowledge sharing and oversight of the OKY Period Tracker App implementation and other adolescent girls’ initiatives as required (e.g., Skills for Girls, STEM4All) (ECARO) - 11 days 
    • Derivable 6: Effective coordination and support for the implementation of the gender and marketing initiative, parenting, and other initiatives to promote positive gender norms in ECAR - 11 days
    • Derivable 7: Support EAPRO regional gender sharepoint site and KM for gender resources in the region with the development and dissemination of country profiles, products and materials including reports, research, concept notes, action plans, presentations, social media campaigns etc. (EAPRO) - 11 days 
    • Derivable 8: Assist in the quality control and review of end-of-year country submissions and gender programmatic reviews. (EAPRO)-   12 days

Qualifications

Education:

Advanced university degree (Master’s or higher) in Economics, Sociology, Political Science, Public Policy, Geography, or related social sciences.

Work experience:

  • A minimum of (5) five years progressively responsible professional work related to project management in the area of gender equality programming, especially GBV programmes , UNICEF GAP and programming .
  • Experience in coordinating and/or facilitating multi-country grant
  • Experience in planning and monitoring projects
  • Demonstrated analytical and persuasive writing skills experience as well as editing skills, including ability to convey complex information in a clear manner to a diverse audience
  • Administrative skills and self-motivated with the ability to set priorities and manage multiple tasks under minimal supervision ineffective and efficient manner
  • Ability to work under pressure and respond to deadlines without sacrificing quality
  • Technical knowledge of quantitative and qualitative analysis of various set of data and information
  • Experience designing knowledge management strategies is an asset.
  • Expertise in programming for Gender Based Violence, gender equality and women and girls’ empowerment is an asset.
  • Fluency in English required; Knowledge of another UN language an asset

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
