Duties and Responsibilities

Organizational Setting and Reporting
The Convention on the Conservation of Migratory Species of Wild Animals (CMS) is a global
intergovernmental treaty aimed at the conservation and sustainable use of migratory species and
their habitats. Numerous additional intergovernmental instruments on migratory species
conservation have been adopted under the broad umbrella of CMS which are supported by the
CMS Secretariat. In addition, two regional agreements on migratory species adopted under
CMS have their own Secretariats which are co-located with the CMS Secretariat in Bonn - the
Agreement on the Conservation of African-Eurasian Migratory Waterbirds (AEWA) and the
Agreement on the Conservation of European Populations of Bats (EUROBATS).
The United Nations Environment Programme (UNEP) is the United Nations system's
designated entity for addressing environmental issues at the global and regional level. Its
mandate is to coordinate the development of environmental policy consensus by keeping the
global environment under review and bringing emerging issues to the attention of governments
and the international community for action. In the present context, UNEP provides the
administrative functions for the CMS, AEWA and EUROBATS Secretariats. This post is
located in the CMS Secretariat at the Bonn duty station in Germany.

The consultant is expected to undertake the following tasks:

In line with CMS Decisions 13.4 (a) – (c) and UNEP/CMS/StC53/Outcome 2, support the work of the IWG in the development of a draft SPMS, including:
a. Prepare a draft of the SPMS for consideration by the IWG and ultimately the Standing Committee of CMS for review and endorsement prior to the deadlines for COP14 that
i. Benefits from the analysis performed in 2022 by the CMS Secretariat with regards to the elements that continue to be relevant in developing a follow-up plan to the SPMS 2015-2023
ii. Includes core strategic goals, objectives and priority actions of the CMS that are clear, concrete and implementable;
iii. Take the lead in elevating the profile of the Convention, assists Parties with its implementation and promotes strategic synergies with other MEAs, and with the post-2020 Global Biodiversity Framework;
iv. Covers a time period of 2-3 triennia;
v. Is aligned with processes for progress reporting on Convention implementation;
vi. Is prepared in time for consideration by COP14, while foreseeing the opportunity for being complemented with further documents in future (on matters of expanded detail);
vii. Allows for review and updating of various elements during the life of the plan as necessary.
b. Coordinate the work of the IWG and consultation processes

i. Act as focal point for the coordination of the IWG and any documents created within this group, with the support of the CMS Secretariat;
ii. Coordinate the design of and moderate at least 3 internal workshops for CMS Secretariat staff to identify the core strategic goals, objectives and priority actions that should be part of the new SPMS.
iii. Coordinate a stakeholder analysis aimed at both CMS Parties and stakeholders and incorporate its findings into the SPMS
iv. Coordinate and moderate at least one meeting of the IWG and incorporate its comments into the draft of the SPMS for its approval by the IWG prior to its submission to the CMS Standing Committee.
v. Guide the team for submission of the final draft of the SPMS to CMS COP14

Qualifications/special skills

An advanced university degree in management, natural resource management, conservation, ecology, or a related subject university degree such as economics, finance or business is required. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced degree.
At least 10 years of progressively responsible experience working with environmental institutions and/or organizations focused on biodiversity conservation. Experience with strategic planning is required. Experience related to CMS or other multilateral environmental agreements and to migratory species would be desirable.

Languages

Fluency in English (both oral and written) is required.

Additional Information

Payment of the fees will be directly linked to the delivery of the key outputs and is subject to receipt of an Invoice, and accompanying Timesheet, unless otherwise agreed between the consultant and the responsible offices.
