SNV has signed a contract with the NDC-Partnership/WRI to support the Ministry of Women Affairs (MoWA), Ministry of Environment (MOE) and Ministry of Agriculture, Forestry & Fisheries (MAFF) in supporting mainstreaming of gender indicators in climate actions. Project implementation started in 2022 and was recently extended till March 2023. SNV has worked closely with MoWA to develop their capacity to assist the different ministries. In collaboration with the various thematic working groups a gender monitoring framework was developed and tested with provincial departments.

One important aspect to facilitate and report on the gender in climate monitoring is to access information online. Such monitoring system does not yet exist and this TOR will identify the need for such system and formulate a proposal for the design and implementation of such system.

    Job Description

    • Analyse the need and desired features for an online gender monitoring and reporting system with MoWA and other line ministries such as MAFF, Ministry of planning and MoE.
    • Analyse and provide recommendations on work flow processes for such online system, software requirements and cost indication.
    • Write up findings in a short max 10 page report.
    • Present the recommendations for the online system in a workshop with stakeholders (NCSD, NDCP focal point, line ministries, UNDP, FAO, other).
    • Provide inputs to the Gender main consultant for a project concept note to implement this online system.

    Qualifications

    • Bachelor’s degree required, master’s degree preferred.
    • 8 years’ experience in M&E and IT works.
    • Experience online monitoring system establishment and capacity building.   
    • Knowledge and network of the relevant ministries a plus.
    • Professional proficiency in English and Khmer.
    • Good analytical and management skills, team collaboration competences, presentation skills;
