BACKGROUND
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people survive, recover and gain control of their future. The IRC is working to improve the safety, health, education, economic well-being, and power of people in crisis-affected places. IRC’s Economic Recovery and Development programming ensures that clients meet both their short- and long-term economic needs through sustainable and ethical programs such as but not limited to, cash and voucher transfers, food security promotion, climate-smart agro-pastoral production and enterprise development, and employment promotion.

IRC is providing emergency assistance directly and has identified partner agencies in Ukraine to facilitate immediate assistance that can be used where it is the most needed.

This position will be based in Kharkiv, with travel to other locations as necessary. As this is a fluid and rapidly changing context, the location of this assignment may change based on the needs of the program.

JOB SUMMARY
IRC seeks a dynamic program implementor to fill the role of Economy Recovery and Development (ERD) Officer. The ERD Officer will support day to day implementation of cash, basic needs, and livelihoods programming Ukraine.

MAIN RESPONSABILITIES:
Under the supervision of the ERD Coordinator and ERD Manager, the ERD Officer will be responsible for:
Effective implementation of IRC Basic Needs Assistance and Livelihoods Programming including Cash and Voucher Assistance (CVA), employment, and enterprise support for refugees.
Supporting partner organizations and staff with the implementation of similar projects.
Ensure that gender, protection, and environmental stewardship are mainstreamed in all programming under direct responsibility.
Support ERD Coordinator and partners in proper documentation, including the use of appropriate technology platforms, for client data and distribution information, per SOPs and Data Protection regulations.
Identify Ukrainian / Russian language resources, screen for quality/consistency with comparable IRC standards or approaches, and compile in the technical resource library.
Provide translation and interpretation support to the program team (verbal and written).
Support the ERD Coordinator in engagement with various interagency coordination forums including Cash Working Groups and identification of strategic partnerships aligned with the IRC approach

RESPONSIBILITIES:
Program quality/Management and implementation
Treat all people, including clients, partners, local authorities and colleagues with respect, with a special focus on IRC’s mission to help people affected by conflict and crisis to survive, recover, and regain control of their lives with dignity

Support the ERD Technical Coordinator and Managers to design, facilitate, and analyze rapid needs assessments, market assessments, cash feasibility assessments, FSP/vendor mapping, and any others as identified during the response (directly or in partnership)

Adhere to detailed implementation plans to ensure program implementation is on time, target, and budget, using effective M&E systems and adaptive management principles to reach desired impacts.
Raise program purchase requests and provide other administrative support as needed.
Inform clients about the IRC (humanitarian organization, mandate, humanitarian principles) and the multi-purpose cash assistance or non-food items (NFI) assistance program, including transfer details, amount, phone/ sms communication, timing, feedback mechanism etc.
Oversee client registration by CBN Assistants by verifying that clients and their family members match the vulnerability criteria and have the proper documentation.
Review the payment documents submitted to ERD and ensure all the supporting documents are attached as per the compliance checklist.
Coordinate with Programs, Finance, and Supply Chain to ensure all required documentation for cash distribution is submitted and available.
Support ERD Manager in the planning of disbursements (bank transfers, ATM/mobile money/cash in hand) or in-kind (NFI) distributions and coordinate with relevant stakeholders.
Supervise cash distributions or in-kind (NFI) distributions on-site.
Develop and send out regular communication about upcoming disbursements or in-kind (NFI) distributions.
Coordinate with different IRC Teams as requested by the ERD Manager or ERD Coordinator

Partnerships
Provide support to implementing partners as needed and determined by them and the ERD Coordinator, including training, data management support, distribution support and other operational support for their programs.
Establish and maintain good relations with local authorities and partners as necessary
Team management/Staff Supervision & Development
Manager team members, volunteers, and translators as needed.

Monitoring, Evaluation Accountability, and learning
Ensure proper data collection and information management systems are used for projects in-line with MEAL support.
Support written program evaluations and reviews to ensure documentation of lessons learned informing reporting and program development.
Log Client Feedback and Complaints and respond to functional complaints
Keep ERD Manager updated if any issue arises in payment processing
Carry out program monitoring with partners, service providers, and partners’ clients.
Carry out assessment and learning activities as required.

Professional Standards
Other duties as assigned by the supervisor to enable and develop IRC programs
All IRC staff are required to adhere to the IRC Way Standards for Professional Conduct and the IRC country employment policies.

JOB REQUIREMENTS
Education:  minimum university degree in International Development, Business Administration, Economics, or Humanitarian Response preferred.

Demonstrated Skills and COMPETENCIES:
At least 2 years of relevant work experience in cash and voucher assistance, livelihoods, social protection, and/or other humanitarian and development programmes with demonstrated experience in both direct implementation and working with partners.
Knowledge and experience in implementing humanitarian or development projects, especially in conflict contexts.
Experience working directly with clients/ beneficiaries in social service settings.
Fluency in English and Ukrainian languages required. Russian will be an asset.
Proven ability to work well in and promote teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure with professional grace.
Willingness to travel to different locations within Ukraine.
Proficiency in Microsoft Office suite, including Word, Excel and Outlook
Strong written and oral communication skills in English.

Experience in training people desired.
Strong liaison and diplomatic skills.
