We are looking for a Regional Central & Eastern Europe Digital Data & Systems Adviser to join our team in Warsaw and Lead in designing and refining the digital technology delivery approach most appropriate to the Ukrainian crisis context.

Background:

Global: NRC’s global strategic plan for 2022 - 2025 includes Digital Transformation as a strategic enabler for the organisation and a key element in expanding the reach of our assistance towards NRC’s 2030 ambitions. To do so, NRC is increasingly adopting digital solutions to drive internal efficiencies and provide digital services to the people it serves. Key to this, will be NRC’s ability to secure systems, applications, and the data these will process, to ensure privacy, confidentiality and avoid causing digital harm.

Region: The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Following the escalation of conflict since 24 February 2022, NRC is scaling up its efforts inside Ukraine and in neighbouring countries Poland, Moldova and Romania to provide aid to tens of thousands people forced to flee. NRC is responding majority through local partners and to a lesser extent with direct implementation, by applying an integrated approach combining our sectoral areas of expertise such as legal aid (ICLA), protection from violence, education, livelihoods and food security, shelter, water, sanitation and hygiene, with a large part of delivered through cash modality.

The region has a high ambition for programming that uses digital tech-enabled approaches that will allow for improved and scalable access to information, two-way communications, and accountability to millions of affected people. To successfully integrate digital programming into all core competencies, the region will invest in creating a digital culture via building staff capacity and expertise in digital tools and technology, and champion digital technology-enabled implementation modalities.

The Regional Digital Data & Systems Adviser is an important position to ensure best practices across the region in digital data management including data & system security and governance. The adviser will support the regional office in its oversight role and the country offices to address challenges and find innovative solutions in regards to data management in support of its programmes, covering all Core Competences (CCs) and Cash & Vouchers modalities. The adviser, together with relevant country office colleagues and other regional colleagues (specifically the Learning Adviser, M&E manager, CC advisers and Head of C&M) should assess the effectiveness and opportunities of our data processes and systems in the region and provide regular analysis with recommendations to strengthen our programme. 

What you will do: 

  1. Lead the vision and support the institutionalisation of digital technology-enabled programming in the region. 
  2. Ensure compliance and adherence to NRC’s regional strategy, Head Office strategic priorities, policies and guidelines.
  3. Contribute to Regional, Country, C&M, Core Competency strategies
  4. With Core Competency and C&M teams, identify opportunities for creative, innovative, and integrated digital programming and initiatives
  5. Promote the integration of digital tech-enabled approaches in programmes;
  6. Lead in designing and refining the digital technology delivery approach most appropriate to the Ukrainian crisis context;
  7. Seek opportunities and lead on digital data innovations for programming in the region.
  8. Act as the regional focal point for Digital Data Systems and management and deliver on capacity building plan including GDPR;
  9. Identify and build strategic relations with partners for implementation, research, and resource mobilisation, including with mobile network operators and specialist digital service providers (including other NGOs);
  10. Set-up processes and embed procedures on digital data protection and responsibilities

What you will bring: 

  • Bachelor/Master degree in data science, computer science, information management or other relevant subject;
  • 5 years of relevant experience in a digital or data management responsibility role;
  • Previous working experience in digital and technology-enabled programming;
    • preferred experience in humanitarian context
    • preferred experience with mobile money, digital data privacy and security;
  • Understanding of relevant technology applications and cyber-security knowledge ,
  • Strong problem-solving attitude.
  • Capable of operating in an evolving environment with a flexible and innovative attitude.
  • Excellent interpersonal and communication skills.
  • Fluency in written and spoken English.
    • Regional languages (e.g. Polish, Ukrainian) are an asset.

What We Offer 

  • Duty Station – Warsaw, Poland
  • Approximately 25% travel 
  • Contract length: upto 31st December, 2023 (fixed term)
