Result of Service

Scope of the Work
The finalisation of the Implementation Plan, the development of the M+E Framework and collection and collation of baseline data will be led by an external consultant who reports to the Government of Ukraine and the OSRSG-SVC through the Interdepartmental Working Group. The consultant will be responsible for the following tasks, based on this expected timeline:
1. Document Review and Analysis: Review and analysis of the current draft of the Implementation Plan for the Framework of Cooperation on CRSV;
2. Consultations: In coordination with the Deputy Prime Minister’s Office and Apparatus of the Government Commissioner for Gender Equality, organise consultations with all relevant stakeholders and partners, as well as meetings of the thematic working group and subgroups, including, where appropriate, the platform of the Interdepartmental Working Group on combating sexual violence.
3. Support the finalisation of the Implementation Plan;
4. Develop a M+E Framework in line with the Implementation Plan;
5. Collect and collate baseline data for the M&E system;
6. Cost the IP for a comprehensive project document
7. Link the Framework of Cooperation (FoC) implementation with the joint comprehensive programme developed by the UN.
The consultant will conduct tasks with the participation of all relevant stakeholders under the overall supervision of the Government of Ukraine (Deputy Head of the VPM’s Office and Head of Apparatus) and the OSRSG-SVC. The consultant will keep both jointly and fully apprised of the progress including bi-weekly updates.

Duties and Responsibilities

The CRSV Mandate
Conflict-related Sexual Violence (CRSV) is frequently and deliberately used to target civilians, inflicting long-term trauma and humiliation, fracturing the social fabric, triggering displacement and fueling activities by armed actors. Such violence is motivated by political, military or economic objectives to control territory or resources, and also serves as a tactic of violent extremism and terrorism. Women and girls continue to be those primarily affected by CRSV, not least due to patterns of gender discrimination and inequality predating the conflict.
CRSV is a serious violation of international human rights law and international humanitarian law, which, under international criminal law, can amount to a war crime, crime against humanity, or a constituent element of genocide. The United Nations Security Council has recognised the link between sexual violence, gender equality, and the restoration of peace and security through a series of Security Council Resolutions on Women, Peace, and Security. These Resolutions have laid the conceptual and operational framework for the UN system, together with Member States and the international community, to prevent and respond to CRSV. The Security Council has also established the role of the Special Representative of the Secretary-General on Sexual Violence in Conflict (SRSG-SVC) to be the mandate holder and leader on CRSV.

The Framework of Cooperation between the UN and the Government of Ukraine
Recognising the deteriorating situation and the increasingly heightened vulnerability of Ukrainian citizens, especially women and girls since the Russian invasion in early-2022, the Government of Ukraine and the SRSG-SVC, on behalf of the UN system, signed a Framework of Cooperation on the Prevention and Response to CRSV.

The Framework aims to enhance protection and response to CRSV through joint actions and programmes. It includes five critical pillars/areas of focus: (i) ensuring that survivors and their children have access to comprehensive services; (ii) strengthening the rule of law and accountability; (iii) building the capacity of the security and defense sector to prevent sexual violence; (iv) ensuring that sexual violence is reflected in the provisions of any ceasefire or peace agreement; and (v) addressing concerns related to conflict-driven trafficking in persons for the purpose of sexual exploitation.

Objectives
To ensure coordination and consultations on the implementation of the Framework of Cooperation on CRSV between the Ukrainian government (ministries, state institutions), civil society, and UN entities and Interdepartmental Working Group on combatting sexual violence and subsequent thematic working group were established in June 2022. The Framework of Cooperation’s Implementation Plan was developed and adopted in September by the Commission for Gender Equality Policy chaired by the Deputy Prime Minister for European and Euro-Atlantic Integration. As a living document, the Implementation Plan requires an accompanying monitoring and evaluation (M+E) framework to support the Plan’s application.
Upon review and finalisation of the Implementation Plan, a participatory assessment of the Plan’s outcomes, targets and indicators of success will need to be conducted involving the aforementioned stakeholders. This assessment will inform a cohesive joint M+E framework in line with the five aforementioned pillars of the Framework.

The Government of Ukraine (Office of the Deputy Prime Minister and Apparatus of the Government Commissioner on Gender Equality), alongside the Office of the SRSG-SVC (OSRSG-SVC), seeks a consultant to assist in the finalisation of the Implementation Plan of the Framework of Cooperation and in the development of a M+E Framework, including with the collection and collation of baseline data.
The IP will also need to be budgeted and finalized as a project document that will be submitted to potential donors for funding.

Qualifications/special skills

Advanced University Degree (Master’s degree or equivalent) in political science, social science, international relations, international human rights and/or related field.
A minimum of 3 years of work experience in programme planning, implementation, monitoring and evaluation and related fields is required
Previous experience working on human rights, and gender equality, including WPS agenda CRSV and/or GBV, Women, Peace and Security, or related field is required
Demonstrated experience of having successfully undertaken similar assignments is required
A minimum of 2 years of work-experience in conflict-affected settings is desirable.
Demonstrated knowledge of managing and supporting multi-stakeholder initiatives and multi-lateral processes is required.
Experience with UN field missions, inter-agency coordination in the UN or comparable international organisations is desired.

Languages

Fluency in written and spoken English and Ukrainian is required.
