The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. CHAI is seeking an experienced, talented, highly motivated, creative, and flexible individual to work as Procurement and Finance Officer to support effective administration and delivery of programs. Procurement and Finance Officer will support implementation of the EpiC Liquid Oxygen Market Shaping Program and the Finance and Admin counterparts to strengthen Admin, Procurement and Finance systems. The role holder will also be responsible for evaluating vendors, products, and services, negotiating contracts, and ensuring that approved purchases are cost-efficient and of high quality. The Procurement Officer will report to the Senior Programs Manager leading CHAI Lesotho Oxygen Programs.

 

Responsibilities

The Procurement and Finance Officer will be engaged to deliver high-quality support to program teams. Specifically, they will be responsible for the following activities;


• Overseeing the procurement component of the Liquid Oxygen Market Shaping Project, including, with support from the supervisor, leading procurement processes and managing engaged vendors during the life of the project.
• Overseeing and supervising employees’ procurement related process and all activities of the purchasing unit in the CHAI Lesotho Office.
• Preparing plans for the purchase of equipment, services, and supplies.
• Managing and enforcing the Organization’s procurement policies and procedures and aligning with funding requirements.
• Working with programs to review, compare, analyze products and services to be purchased to ensure acceptable cost, quality, and timelines are established with vendors.
• Maintaining and updating supplier information such as qualifications, delivery times, product ranges, etc.
• Maintaining good supplier relations and pertaining contracts.
• Researching and evaluating prospective suppliers.
• Preparing budgets, cost analyses, and reports
• Manage vat claims and exemptions in line with local regulations
• Provide financial and procurement support to the Program Teams.
• Make professional decisions in a fast-paced environment
• Work with team members to complete duties as needed
• Perform any other tasks assigned by the supervisor

Qualifications

• Degree in Procurement, Accounting, Business Management or a similar relevant field preferred.
• Experience in procurement and/or finance, or in a similar position in the private or public sector.
• Proficiency in Microsoft Office and purchasing software.
• Strong communication and negotiation skills.
• Excellent analytical and strategic thinking skills.
• Ability to multitask, prioritize, and manage time efficiently
• Supervisory and management experience.
• Attention to detail.
