Background:

According to the Concept of Digital Transformation "Digital Kyrgyzstan 2019-2023" and the Decree of the President of the Kyrgyz Republic № 27 "On further measures to improve the availability and quality of state and municipal services to the population" from February 8, 2021, key and strategically important information systems such as the Interagency Electronic Interoperability System "Тunduk" and the State Portal of Electronic Services are being actively implemented at present.

In this regard, and in order to develop priority areas for digitalization of the Kyrgyz Republic, the Decree of the President of the Kyrgyz Republic "On further measures of digital transformation of the Kyrgyz Republic" was adopted, which formed the Supervisory Board on Digitalization under the President of the Kyrgyz Republic.

In addition, the Resolution of the Cabinet of Ministers of the Kyrgyz Republic "On the establishment of the State Institution "Tunduk” dated April 30, 2022 No. 245 established the State Institution "Tunduk" under the Ministry of Digital Development.

Currently, the State Institution "Tunduk” has the functions of technical coordination in the field of digitalization, the main objectives of which are to create and promote a mechanism for the development of digitalization, digital transformation, building end-to-end digital processes, implementing the transition to a new technological way in all spheres of life.

In order to further develop state digital platforms and provide high quality and affordable public services in digital format, expert support is required.

The work of the consultant shall be directly supervised by the State Institution "Tunduk" under the Ministry of Digital Development of the Kyrgyz Republic and Economic and Environmental Department of the OSCE Programme Office in Bishkek.

 

Objective of Assignment: 

The National consultant will contribute to IT business analysis and optimization of business processes of the State Portal of Electronic Services “Tunduk”.

 

Tasks and Responsibilities:

Under the supervision of the State Institution "Tunduk", the consultant will perform the following tasks:

  • Research, analysis and optimization of the business processes of existing state services, and their transfer to electronic format with placement on the State Portal of Electronic Services; 
  • Preparation of terms of references for software developers; 
  • Testing the developed functionalities; 
  • Preparation of technical documentation for the information system for issuing electronic state services;
  • Preparation of training materials and conducting trainings for personnel of state bodies.
     


Deliverables:

  • Monthly activity report for the OSCE Programme Office in Bishkek according to the special reporting form (deliverable #1);
  • Final report on the completed work for the OSCE Programme Office in Bishkek (deliverable #2), according to the special reporting.

Necessary Qualifications:

  • Higher education diploma in Business Administration, IT Project Management or related fields;
  • Citizen of the Kyrgyz Republic without a criminal record;
  • Professional experience – at least two years in the position of an IT analyst/business expert, or performing analytical tasks in a different role (requirements analyst, systems analyst, IT consultant, etc.);
  • Relevant experience of participation in projects with IT component, in the role of analyst on integration projects in government agencies,  banks and IT-companies (at least two years);
  • Knowledge of system analysis;
  • Experience and knowledge of approaches to the collection, analysis, description of functional and non-functional requirements;
  • Experience of working for government agencies will be considered as an advantage;
  • Experience in writing terms of references, development of regulatory and project-related documentation;
  • Experience of collaborating with developers (setting tasks, receiving and testing  results);
  • Knowledge of BPMN, UML methodologies (use case, activity, class, and sequence);
  • SCRUM/Agile project management experience is preferable;
  • Analytical mindset, systematic and proactive approach, responsibility, and ability to work both independently and in a team;
  • Knowledge of methodology for collecting information, its analysis and formalization;
  • Knowledge of the basics of programming, building algorithms, and testing;
  • Skills of structured presentation of information and good communication skills;
  • Fluency in Russian, knowledge of Kyrgyz will be considered as an advantage.

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
