Org. Setting and Reporting
The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operational entities across the Secretariat, including departments, offices away from headquarters, field missions and regional commissions.
The Capacity Development Operational Training Service (CDOTS) provides operational training, including training on enterprise resource management system and leads as the main facilitator of business process management activities in the UN Secretariat.
The Business Processes and Systems Support Section (BPSSS) is responsible for working with clients and stakeholders to develop the processes and structures by which policies will be implemented across the Secretariat and to ensure that these are reflected in enterprise systems. It also provides training on Umoja, Inspira and other business applications related to resources management.
The Chief of BPSSS/CDOTS/OSO/DOS reports to the Chief of CDOTS.
Within delegated authority, the Chief of BPSSS will be responsible for the following duties:
• Coordinates the capacity development programmes in support of the United Nations operational services, including Umoja and Inspira training and continuous business process improvement.
• Analyzes training plans for enterprise resource management systems to ensure that they are consistent with the overall organizational goals and learning strategies.
• Coordinates the assigned training programmes as a part of organizational learning programmes with a specific focus on capacity development needs for sustained end-user performance.
• Evaluates effectiveness of developed training programmes and recommends ways to enhance their impact.
• Provides recommendations to the Chief of Service, on the implementation of overall learning strategies and organizational policies and procedures.
• Plans and oversees the management of activities undertaken by the Section; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate.
• Manages, supervises and carries out the work programme of the Section; provides programmatic and substantive reviews of drafts prepared by others.
• Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, the General Assembly and other policy-making organs, as appropriate.
• Contributes to the reporting to intergovernmental bodies on budget/programme performance and/or on programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
• Ensures that the outputs produced by the Section maintain high-quality standards; the reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
• Prepares inputs for the work programme of the Service, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
• Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
• Recruits staff for Section taking due account geographical and gender balance and other institutional values.
• Manages, guides, develops and trains staff under his/her supervision.
• Fosters teamwork and communication among staff in the Section and across organizational boundaries.
• Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues.
• Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue or hold programmatic/substantive and organizational discussions with representatives of other institutions.
• Performs other duties as required.

Knowledge and understanding of Enterprise Resource Planning (ERP) systems for developing related training programmes and certification courses with the emphasis on eLearning solutions. Ability to manage complex learning programmers and projects for meeting client needs. Ability to establish and maintain effective relationships with a wide range of partners including governmental, inter-governmental and professional institutions. Ability to conduct training needs assessment through learning needs assessment surveys and other methods. Advanced university degree (Master’s or Doctorate degree or equivalent) in business administration, education, information systems, human resources, finance, supply chain, or related area. A first-level degree (Bachelor's degree or equivalent) in the specified field of studies with two additional years of relevant work experience may be accepted in lieu of the advance university degree.Job - Specific Qualification
Certification in e-Learning instructional design and development is desirable.Work Experience
A minimum of ten years of progressively responsible experience in administration, programme and project management, capacity development and training, or related area is required.
Experience in managing and developing instructional design approaches and blended training programmes with an e-learning component is required
Experience in developing learning management strategies is required.
Experience with an Enterprise Resource Planning (ERP) system, such as Umoja or equivalent, is desirable.
Experience in managing business process improvement projects is desirable.
