Job Overview/Summary: The Program Manager for Safety and Wellness is responsible for the overall strategy, program design, and service delivery for IRC Turlock’s Health & Wellbeing and Survivor Services programming. The position will manage partnerships and implement programs that assist refugee and immigrant communities to access case management, preventative education, and supportive services. Specifically, the position will be responsible for managing the staff, grants, budgets, and direct services falling under the scope of health education, mental health and wellbeing, and victims’ services. The Safety and Wellness Program Manager will develop and implement early intervention mental health and gender-based-violence prevention programming, in addition to working in the community to establish programs and educational services that support the health and wellbeing of refugee and immigrant communities. The position will also be responsible for strengthening and maintaining partnerships with community mental health and gender-based-violence service providers and streamlining the referral process. The Program Manager will also develop standards for collecting data and reporting outcomes according to project objectives. This position reports to the Site Director.

Major Responsibilities:

  • In collaboration with the IRC Turlock senior leadership, provide strategy, vision, and thought leadership to IRC Turlock’s Safety and Wellness Department.
  • Work with IRC Turlock leadership and IRC Technical Advisors to develop programs and services that serve the health/mental health needs of the local immigrant and refugee community.
  • Manage the IRC Turlock’s Health & Wellness and Survivor Services grants; assist with project development, grant writing, program evaluation, reporting, budgeting, and program compliance;
  • Oversee the strategic development of partnerships in the community that will enhance and streamline mental health and gender-based violence related service provision; Maintain current partnerships and oversee sub grantee relationships;
  • Oversee the provision of direct case management services and community outreach. Oversee community training and technical assistance to local service providers to help expand wellness services and build the capacity of community organizations and service providers serving IRC clients;
  • Responsible for tracking finances and program budgets, reporting, and grant compliance of programs falling under the scope of safety, health, and wellness; oversee sub grants related to health/gender and trafficking programs, monitor sub awardees, and ensure timely and accurate services and reporting.
  • Oversee early intervention mental health screening of IRC clients and provide support to direct service staff. Oversee the provision of referrals and health access to ongoing support groups and services;
  • Develop and manage a system to track and monitor program efficiency and outcomes, including screening tools; Design client satisfaction surveys, program evaluation and outcome tracking tools. Track data and write programmatic reports;
  • Support and advocate for culturally appropriate mental health support and services to all genders; Oversee the development of systems, protocols, and training on the subjects of domestic violence and mental health within the Turlock office and serve as a resource to staff. Provide training and technical assistance in the areas of trafficking and women’s programming.
  • Provide supervision to a team of direct service staff working on health, gender, and anti-trafficking programming; Ensure appropriate goal setting, performance management, and staff training and development.
  • Work as part of the IRC Turlock’s overall leadership team to build capacity and strategy for the office; participate in leadership team meetings, staff training, and provide community presentations.

Internal: Work collaboratively with Turlock’s leadership team, direct service staff, and interns and volunteers

External: Establish and maintain community partnerships

Job Requirements:

  • BA level education with an emphasis in Social Work, Public Health, International Health or an equivalent field of study; MA preferred.
  • 4+ years of related professional experience required, domestic violence and/or health/mental health background preferred; A significant portion of this experience should include responsibilities in public health, social services, and/or humanitarian relief. MSW, MPH, MFT, LCSW preferred;
  • Experience working with refugees, victims of human trafficking, immigrant populations or vulnerable populations required; International and cross-cultural work experience preferred.
  • Experience in program development, grant writing, case management, gender-based projects, health advocacy, community outreach, and partnership development; Teaching/training experience preferred;
  • Superior communication and interpersonal skills and strong English writing and communication skills. Bilingual abilities preferred; 
  • Highly organized self-starter with excellent problem-solving skills and proven ability to multi-task, prioritize duties and manage time effectively;
  • High level of energy, motivation, and commitment to continuously improve service delivery;
  • Proven ability to work independently and as a team member in a fast-paced, cross-cultural environment;
  • Proficiency in Microsoft Office applications: Word, Excel, Outlook;
  • Possess reliable transportation, valid US driver’s license, and active insurance policy.

Working Environment 

  • Standard office work environment.
  • Travel to field site operations and external stakeholder meetings occasional. 
  • Occasional evening and weekend hours may be required.
