The United Nations Development Programme (UNDP) is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan. Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policies and guidance to support the results of UNDP's Strategic Plan. BPPS works closely with UNDP's Crisis Bureau (CB) to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP's development programmes.
The 2030 Agenda for SDGs and the pledge to leave no one behind reflect the interconnectedness of health and sustainable development, including widening economic and social inequalities, the climate crisis, rapid urbanization, the continuing burden of HIV and other infectious diseases (e.g., malaria, tuberculosis), the growing burden of non-communicable diseases and the emergence of health threats. The scope and scale of delivering health and well-being for all demands innovative partnerships and financing. As affirmed in the Political Declaration of the 2019 High-Level Meeting on Universal Health Coverage (UHC), the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund), Gavi, the Vaccine Alliance (Gavi) and others are critical partners for delivering on the health-related goals of the 2030 Agenda. Stronger Collaboration, Better Health: Global Action Plan for Healthy Lives and Well-being for All outlines how a dozen multilateral health, development and humanitarian agencies, including UNDP, the Global Fund, Gavi and others will collaborate to be more efficient and effective in supporting countries to deliver UHC and achieve the health-related SDG targets.
UNDP’s partnership with the Global Fund, in line with UNDP’s HIV, Health and Development Strategy 2022-2025: Connecting the Dots, makes a vital contribution to UNDP’s Strategic Plan 2022-2025, the 2030 Agenda for Sustainable Development, the SDGs and the pledge to leave no one behind.
As a long-standing partner of the Global Fund, UNDP’s value proposition lies in providing an integrated package of development solutions to strengthen institutions to deliver health services drawing on policy and technical support from other UNDP business units (e.g., data, digital, environment, climate). Through its contributions as interim Principal Recipient (PR) and provider of technical assistance to Global Fund grants in 53 countries since 2003, UNDP’s provision of integrated policy, implementation and capacity development support to countries has yielded significant health and development results in challenging operating environments. The portfolio is managed within UNDP’s Enterprise Risk Management Framework and the Risk Review Action Plan (RRAP) approved by UNDP’s Organizational Performance Group (OPG).
Based on demand from Country Offices, and building on the relationships, expertise, systems, partnerships, including across the UN family, and comparative advantage established through the Global Fund partnership, the GPN/BPPS/Global Fund Partnership/Health Implementation Support Team (GF/HIST, Global Fund Partnership Team) is providing support to Country Offices through three overarching modalities: 1) the Global Fund portfolio, 2) health system strengthening and 3) other health implementation support beyond the Global Fund, including Gavi, The Vaccine Alliance (Gavi), UNITAID and Smart Facilities. The GF/HIST provides its support through a country team approach to strengthen and integrate the different functional capacities (e.g., capacity development, finance, monitoring and evaluation, procurement and supply management, programme, Sub-recipient management), leveraging technical and policy support from the HIV, Health and Development (HHD) Group, other GPN teams and Regional and Central Bureaus. The GF/HIST has a Senior Management Group for the coordination and management of the portfolio, and the portfolio is reviewed annually by the OPG.
GFHIST is seeking a Web Developer to provide technical support to the management and further enhancement of its core web platforms and tools for knowledge management, learning, and programme management. These include the following two (2) websites:
The UNDP-Global Fund Health Implementation Guidance Implementation Manual provides guidance on key aspects of Global Fund project implementation throughout the life of a grant, such as translating relevant lessons learnt from UNDP’s partnership with the Global Fund into practice pointers, providing clear links to the appropriate UNDP Programme and Operations Policies and Procedures (POPP) for each step of project implementation, and providing clear links to the appropriate Global Fund policies and procedures for each step of project implementation. Starting 2022, the Manual is being migrated to a new platform. The UNDP Capacity Development: Resilient and Sustainable Systems for Health website (CD Website) provides extensive information about capacity development for health including step-by-step guidance, best practices, examples, case studies and stories; relevant resources and links; and templates and tools. It is a complementary resource to the Manual, with a scope that goes beyond the capacity development processes specific to the implementation of Global Fund programmes. In 2021, the website has been redesigned and migrated to a new platform.
The two (2) websites are managed by the GFHIST Knowledge Management Analyst, with content inputs from GFHIST thematic focal points and other sources including HHD Group, COs etc. GFHIST requires a Website Management Expert to support troubleshooting and technical updates, in addition to supporting optimization, such as improvements to design, back-end functionalities, end-user experience and engagement, and new features.
Additionally, the GFHIST maintains an online Procurement Supply Management (PSM) training for UNDP staff and national partners. As part of this assignment, the Expert will support the hosting, maintenance, user management, platform management and marketing of the new PSM Online eLearning platform. S/he will also support the identification and migration of the eLearning site from its current host to an alternative hosting platform,
Scope of Work
Manual and CD Website development and management
- Monitor the roll-out of and make any necessary adjustments to the Manual and CD Website to ensure optimal functioning, design, and user experience on the new platform, as well as user-friendly back-end functionality.
- Provide ongoing troubleshooting assistance and oversight of the technical aspects of the CD Website and Manual, such as software updates, resolving broken links and errors, etc.
- Support the Knowledge Management Analyst in the uploading, formatting, and quality assurance of the dynamic content across the two sites, where relevant.
- Under the guidance of the Knowledge Management Analyst and based on emerging needs, recommend and implement site improvements and new features on both sites to optimize their utility as relevant.
- Support analysis of user statistics/site engagement and trends to inform further updates and enhancements.
PSM eLearning platform migration and management
Provide support to 1) Carry out the migration and setting up a new server for the PSM e-Learning platform; and 2) Manage the maintenance of the platform, administration of the users and support to content owners and stakeholders. This includes:
- Analyse, identify and acquire a new hosting platform, and configure and test the other necessary tools on the server.
- Coordinate with the previous supplier to facilitate the transition and support the PSM team in its oversight of the current supplier until the migration is completed.
- Support the Knowledge Management Analyst in the uploading, formatting, and quality assurance of the dynamic content on the platform, where relevant.
- Provide ongoing troubleshooting assistance and oversight of the technical aspects of the PSM eLearning platform, such as software updates, resolving broken links and errors, etc.
- Under the guidance of the Knowledge Management Analyst and based on emerging needs, recommend and implement site improvements and new features on the platform to optimize their utility as relevant.
- Support analysis of user statistics/site engagement and trends to inform further updates and enhancements.
Knowledge management tools and products support
- Support the development and dissemination of knowledge products by creating visuals and infographics, as needed.
- Provide support to projects related to data visualization, dashboards, information management tools, or other types of web-based platforms, on request.
- Based on need, support relevant GFHIST focal points to identify new opportunities or platforms to make use of existing data to support decision making, advocacy, and programme management.
Institutional Arrangement
The Website Management Expert will report to the GFHIST Knowledge Management Analyst, who serves as the site coordinator for the Manual and CD Website and a liaison for other digital projects.
